Urgent Alert

Amazon US and Canada's new compliance rule for portable power supplies was officially released on December 10, 2025, and non-compliant products will be forcibly delisted starting March 10, 2026. Sellers who have not completed DV verification must take immediate action.

1. Background: Portable Power Supplies Included in TIC Direct Verification

With the continuous rise of camping, self-driving travel and home emergency needs, portable outdoor power stations have become a popular category for Chinese sellers entering the North American market. However, with market expansion, product safety issues have occurred frequently — accidents such as battery fires, explosions and electric shocks have aroused high regulatory attention.

Amazon updated its portable power supply compliance policy on December 10, 2025, officially including portable power supplies in the scope of TIC (Testing, Inspection and Certification) direct verification. This measure marks that the compliance management of the portable power supply category has fully shifted from the "seller self-certification" model to the "institutional certification" model.

Core Change: Sellers can no longer upload test reports directly to the Amazon backend. Compliance verification for all portable power ASINs must be completed through Amazon-recognized TIC institutions — after TIC institutions verify the authenticity of reports, product consistency and label compliance, they directly submit verification results to Amazon.

2. Product Definition & Classification

Amazon defines portable power supplies as devices with built-in lithium-ion or lithium-polymer batteries, used to supply power when standard power sources are unavailable. This category is divided into two major types, each corresponding to different safety standard requirements:

  • Power Bank: Small portable rechargeable battery devices for charging mobile devices such as mobile phones and tablets, compact in size, mainly USB output, with low power.
  • Portable Power Station: Powered by rechargeable batteries, with higher power, providing Alternating Current (AC) and Direct Current (DC) outputs, capable of powering multiple electronic devices and small appliances. May have functions such as solar charging and built-in lighting, with rated capacity not exceeding 20kWh.

Special Note: This Amazon policy does not apply to portable car emergency jump starters, which have an independent compliance policy framework.

3. Compliance Standard Requirements: Power Bank vs Portable Power Station

Amazon has set clear and different safety standard requirements for the two types of portable power supplies. Sellers must accurately identify their product category and match the corresponding standards:

表格

Product Category Safety Standard Requirements Transport Test
Power Bank One of the following three standard combinations:① UL 2056 (Lithium-ion power bank safety standard)② IEC/UL/CSA 62368-1 and IEC/UL/CSA 62133-2③ IEC/UL/CSA 62368-1 and UL 2054 UN 38.3(Lithium-ion battery transport test, mandatory for all portable power supplies)
Portable Power Station All of the following standards must be met:① UL 2743 (Portable power pack safety standard)② UN 38.3 (Lithium-ion battery transport test) UN 38.3(Same as above)

4. In-depth Analysis of UL 2743 Standard

UL 2743, full name ANSI/CAN/UL 2743 Portable Power Packs, is the core safety threshold for portable outdoor power stations in the North American market. This standard focuses on safety management of high-capacity batteries and safety of multi-port output. Due to higher power and more complex application scenarios of outdoor power stations, safety requirements are stricter.

4.1 Three Core Test Categories

表格

Test Category Specific Test Items Test Purpose
Electrical Safety Overcharge protection, over-discharge protection, overcurrent protection, short circuit protection, reverse connection protection test Ensure stable power output and prevent safety accidents caused by electrical faults
Thermal Safety Temperature rise test, thermal abuse test, thermal runaway test, flame retardant test Flame retardant rating must reach UL 94 V-2 or above to prevent battery overheating and fire
Mechanical Safety Drop test, vibration test, impact test, housing strength test Adapt to multi-scenario use environments such as outdoor and vehicle-mounted

4.2 New Requirements in 2025 Version

New clause: For portable power supply products with wheels and weighing more than 25kg, a 0.5-meter drop test (1 drop) is required to verify the structural integrity of the product and the reliability of battery pack fixation during handling.

4.3 Core Evaluation Dimensions of DV Verification

When conducting DV verification at TIC institutions, in addition to verifying the UL 2743 report, comprehensive safety assessment of the product will be conducted from the following six dimensions:

表格

Evaluation Dimension Key Focus Points
Electric Shock Protection Insulation design, grounding measures, creepage distance and electrical clearance, ensuring users do not contact dangerous voltage
Energy Hazard Protection Evaluate energy level of accessible terminals (e.g. USB output ports) to prevent excessive current or arc during short circuit
Fire Protection Fire protection assessment of internal circuits, components and housing materials, requiring flame retardant materials or isolation design
Thermal Burn Protection Limit accessible surface temperature of housing under normal and fault conditions
Mechanical Hazard Protection Structural stability, no sharp edges, reliable battery fixation
Material Safety Housing flame retardant rating (UL 94 V-2 or above), certification status of key components

5. UN 38.3 Transport Test Requirements

UN 38.3 is an internationally accepted lithium battery transport safety standard, which all portable power supplies (whether power banks or outdoor power stations) must pass. This standard includes eight tests to simulate various extreme conditions that lithium batteries may encounter during transportation:

表格

No. Test Item Test Description
T.1 Altitude Simulation Simulate high-altitude low-pressure environment to test battery sealing performance
T.2 Thermal Test High and low temperature cycle test to verify temperature adaptability
T.3 Vibration Simulate transport vibration conditions to test structural integrity
T.4 Shock Simulate transport impact to verify mechanical stability
T.5 External Short Circuit External short circuit test to verify protection function
T.6 Impact / Crush Mechanical impact and crush test to simulate collision scenarios
T.7 Overcharge Overcharge test to verify reliability of charging protection
T.8 Forced Discharge Forced discharge test to verify reliability of over-discharge protection

In addition to the UN 38.3 report, a BTS (Battery Test Summary) document must also be provided to prove that the product meets relevant requirements in UN 38.3.

6. Detailed TIC Direct Verification (DV) Process

DV verification is the core link of Amazon portable power supply compliance. Different from the old rule of "seller self-uploading reports", the new rule requires all verification to be completed through TIC institutions. The process is as follows:

Step 1: Gap Analysis — Confirm product category, match applicable standards (UL 2743 or UL 2056, etc.), and evaluate the validity of existing reports. Step 2: Laboratory Testing — Send samples to an ISO 17025 accredited laboratory to complete the full set of UL 2743 and UN 38.3 tests. Step 3: Document Preparation — Organize the full set of compliance documents such as test reports, BTS, product images, and user manuals. Step 4: TIC Verification — Submit to an Amazon-recognized TIC institution to verify report authenticity, product consistency and label compliance. Step 5: Result Submission — TIC institution directly submits verification results to Amazon to complete compliance filing.

7. Compliance Document Checklist

Sellers must prepare a complete compliance document package for TIC institution verification:

表格

Document Category Specific Requirements
Test Report Issued by an ISO 17025 accredited laboratory within the past 12 months, proving the product complies with applicable standards such as UL 2743 (outdoor power station) or UL 2056
UN 38.3 Report Contains eight test results, with BTS (Battery Test Summary) document attached
Product Images Images showing all sides of the product; clear close-up photos of product labels, compliance marks and hazard warnings
Product User Manual Contains safe use instructions and manufacturer information, must be in the language of the target sales country/region (English for US station)
Product Attribute Information Model, part number or commodity number; manufacturer or brand name, must be completely consistent with the test report
Battery Specification Core technical parameters such as cell model, capacity, voltage, chemical system

Important Tip: All documents must be authentic and in unmodified original format. Product manuals, handbooks, safety information, labels and warnings must be in the language of the target sales country/region.

8. Top 5 Common Rejection Reasons & Avoidance Strategies

Combined with recent Amazon audit cases, the following five issues are the most common compliance pitfalls for sellers:

Non-compliant report issuing institution — UL 2743 reports issued by laboratories without ISO 17025 qualification or not recognized by Amazon are directly invalid. Avoidance Strategy: Choose laboratories with CNAS/ILAC-MRA accreditation and whose test scope clearly includes UL 2743 standard.

Inconsistent data information — The model, nameplate, BOM list on the report are inconsistent with Amazon product detail page or physical product, which will definitely be rejected in DV audit. Avoidance Strategy: Ensure that report information, listing information and physical labels are completely consistent.

Expired report — Report date exceeds 12 months, requires re-testing to issue a new report. Avoidance Strategy: Establish a report validity ledger, and arrange re-testing in advance before expiration.

Missing supporting reports — Portable outdoor power stations only provide UL 2743 report but lack UN 38.3 report, audit is directly rejected. Avoidance Strategy: UL 2743 and UN 38.3 must be submitted simultaneously, neither is dispensable.

Non-compliant labels/manuals — Not marked in English, or missing hazard warnings required by UL 2743, judged as non-compliant. Avoidance Strategy: Design labels according to UL 2743 standard requirements to ensure all warning information is included.

9. Non-Compliance Consequences

Consequences of failing DV verification: Products are forcibly delisted and cannot continue to be sold; FBA inventory is frozen, incurring storage fees and cannot be removed; account is restricted, and serious cases face account ban; peak season shipments are blocked, missing sales windows.

10. Policy Timeline

  • December 10, 2025: Amazon US and Canada release new portable power supply compliance rule, introducing TIC direct verification mechanism.
  • January 2026 onwards: Sellers gradually receive compliance notifications and start the TIC verification process.
  • March 10, 2026: Mandatory enforcement date, non-compliant products will be forcibly delisted.
  • Continuous enforcement: Amazon may conduct random inspections on in-sale products at any time, requiring supplementary verification.

11. Enterprise Compliance Recommendations

Facing Amazon's new portable power supply DV verification rule, enterprises should systematically promote compliance work from the following five aspects:

First, accurately identify product categories. Clarify whether the product is a power bank or a portable outdoor power station, corresponding to different standard combination requirements. If unsure, consult a professional testing institution for product determination.

Second, pre-compliance in the design stage. Integrate UL 2743 standard requirements into the design at the early stage of product R&D — select certified battery cells and key components, ensure BMS protection functions are complete and reliable, and use housing materials with flame retardant rating of UL 94 V-2 or above.

Third, choose compliant laboratories. Ensure the testing laboratory has ISO 17025 qualification and is recognized by Amazon, with test scope clearly including UL 2743 and UN 38.3 standards. Fully communicate with the laboratory and provide complete technical data.

Fourth, ensure data consistency. The model and specifications on the test report are completely consistent with Amazon backend listing information and physical labels. All documents are in the target market language, including hazard warning marks required by UL 2743.

Fifth, start the verification process in advance. The complete test cycle of UL 2743 is about 2 to 4 weeks, plus the TIC verification link, the overall compliance cycle is long. It is recommended to complete all compliance preparations before new products are launched to avoid missing sales opportunities due to audit delays.
