Amazon US and Canada's new compliance rule for portable power supplies was officially released on December 10, 2025, and non-compliant products will be forcibly delisted starting March 10, 2026. Sellers who have not completed DV verification must take immediate action.
With the continuous rise of camping, self-driving travel and home emergency needs, portable outdoor power stations have become a popular category for Chinese sellers entering the North American market. However, with market expansion, product safety issues have occurred frequently — accidents such as battery fires, explosions and electric shocks have aroused high regulatory attention.
Amazon updated its portable power supply compliance policy on December 10, 2025, officially including portable power supplies in the scope of TIC (Testing, Inspection and Certification) direct verification. This measure marks that the compliance management of the portable power supply category has fully shifted from the "seller self-certification" model to the "institutional certification" model.
Core Change: Sellers can no longer upload test reports directly to the Amazon backend. Compliance verification for all portable power ASINs must be completed through Amazon-recognized TIC institutions — after TIC institutions verify the authenticity of reports, product consistency and label compliance, they directly submit verification results to Amazon.
Amazon defines portable power supplies as devices with built-in lithium-ion or lithium-polymer batteries, used to supply power when standard power sources are unavailable. This category is divided into two major types, each corresponding to different safety standard requirements:

This standard focuses on safety management of high-capacity batteries and safety of multi-port output. Due to higher power and more complex application scenarios of outdoor power stations, safety requirements are stricter.

UN 38.3 is an internationally accepted lithium battery transport safety standard, which all portable power supplies (whether power banks or outdoor power stations) must pass. Step 2: Laboratory Testing — Send samples to an ISO 17025 accredited laboratory to complete the full set of UL 2743 and UN 38.3 tests. Step 3: Document Preparation — Organize the full set of compliance documents such as test reports, BTS, product images, and user manuals. Step 4: TIC Verification — Submit to an Amazon-recognized TIC institution to verify report authenticity, product consistency and label compliance. Step 5: Result Submission — TIC institution directly submits verification results to Amazon to complete compliance filing.

Important Tip: All documents must be authentic and in unmodified original format. Product manuals, handbooks, safety information, labels and warnings must be in the language of the target sales country/region.
Combined with recent Amazon audit cases, the following five issues are the most common compliance pitfalls for sellers:
① Non-compliant report issuing institution — UL 2743 reports issued by laboratories without ISO 17025 qualification or not recognized by Amazon are directly invalid. Avoidance Strategy: Choose laboratories with CNAS/ILAC-MRA accreditation and whose test scope clearly includes UL 2743 standard.
② Inconsistent data information — The model, nameplate, BOM list on the report are inconsistent with Amazon product detail page or physical product, which will definitely be rejected in DV audit. Consequences of failing DV verification: Products are forcibly delisted and cannot continue to be sold; FBA inventory is frozen, incurring storage fees and cannot be removed; account is restricted, and serious cases face account ban; peak season shipments are blocked, missing sales windows.
Facing Amazon's new portable power supply DV verification rule, enterprises should systematically promote compliance work from the following five aspects:
First, accurately identify product categories. Clarify whether the product is a power bank or a portable outdoor power station, corresponding to different standard combination requirements. If unsure, consult a professional testing institution for product determination.
Second, pre-compliance in the design stage. Integrate UL 2743 standard requirements into the design at the early stage of product R&D — select certified battery cells and key components, ensure BMS protection functions are complete and reliable, and use housing materials with flame retardant rating of UL 94 V-2 or above.
Third, choose compliant laboratories. Ensure the testing laboratory has ISO 17025 qualification and is recognized by Amazon, with test scope clearly including UL 2743 and UN 38.3 standards. Fully communicate with the laboratory and provide complete technical data.
