First, Thailand TISI certification introduction
The Industrial Products Standards Act authorizes the Thai Industrial Standards Association (TISI) to be responsible for the certification of Thailand. TISI is not only the government authority for compulsory certification in Thailand, but also the standard-setting and management organization and certification body. It is also a TISI certification system that combines compulsory certification and voluntary certification in laboratory accreditation, personnel training and registration agencies in Thailand. For products that meet the standards, the TISI logo is permitted. At the same time, according to the resolution of the Thai cabinet, TISI also implements product registration as a temporary authentication method for products that have not yet developed standards.
Second, the importance of battery TISI certification
Since January 26, 2007, the Thai Industry Standards Agency has established a mandatory standard TIS 2217-2548 (2005) for monomers or portable rechargeable batteries consisting of alkaline or non-acid electrolytes. Access to the Thai market must comply with this standard, including formal approval, testing requirements, safe operation, marking and packaging, etc. On January 9, 2019, the Thai Ministry of Industry TISI issued a new mobile power (charge treasure) technical standard TIS 2879-2560, and the standard will take effect from the date of issuance.

Fourth, the battery TISI certification process
Product certification requires products to meet the corresponding standards, and also requires manufacturers to have a comprehensive quality assurance system to maintain product and standards compliance, so TISI's product certification procedures in addition to product type testing, including factory inspection before certification And supervision review after the issuance of the certificate.
1. Product evaluation
TISI evaluates products in accordance with the Thai Industrial Standards (TIS) and the specific requirements for product certification, in one of three ways:
a. Samples are taken and tested by designated laboratories
Samples are taken by TISI's qualified officers for testing by designated laboratories or by laboratory accredited by a laboratory accredited by a laboratory accredited by the Thai Laboratory Accreditation System (TLAS).
b. Samples taken by the factory personnel are tested at the factory, and TISI has qualified officials to monitor
When the factory's laboratory is considered to be fully equipped with specific test equipment and qualified personnel, the sampled product can be handed over to the factory for inspection by the factory personnel and monitored by a qualified TISI official.
c. Inspection of the test report
If the factory's products have been tested by a laboratory approved by the Industrial Products Standards Committee, it is exempt from repeated testing. However, if the test report is incomplete or differs from the corresponding product certification standards and specific requirements, TISI may take samples to supplement these tests.
2. Factory inspection before issuing the certificate
When performing the factory inspection before the issuance of the certificate, the factory inspection is not required for the imported products, and only the document review of the quality control process is required. For foreign factories, factory inspection is required when reviewing quality control documents indicating that they are inadequate. If the factory has obtained the ISO 9000 quality management system certificate, its quality control system will be exempted from the review, but the certification authority of its certificate should meet the following requirements:
a. The ISO 9000 certification body has been accredited by the National Accreditation Council of Thailand (ONAC);
b. The ISO 9000 certification body is approved by the Industrial Products Standards Committee.
However, when the quality management system of the factory is incomplete or different from the specific requirements of product certification and the general requirements of the product quality control system, TISI can supplement these projects.
3. Supervision review after certification
The supervision review after the issuance is to ensure that the certified products continue to meet the corresponding standards and that the factory still has the ability to maintain the quality of the certified products. The supervision system includes:
a. routine supervision
The supervision and examination can be carried out: supervision of the quality control system and/or quality supervision of the certified products. The frequency of supervision and examination is determined according to the consistency of the quality control system of the licensee and the situation of the previous supervision and examination.
b. Supervision of the quality control system
The supervision of the quality control system mainly uses sampling tests on factories or markets. Samples are taken by TISI's qualified officers for testing by designated laboratories or by laboratory accredited by a laboratory accredited by a laboratory accredited by the Thai Laboratory Accreditation System (TLAS).
Note: Manufacturers, importers, and sellers are monitored without prior notice to ensure that the production and sale of products comply with Thai TIS standards, to prevent abuse and misuse of standard marks and any violation of the Industrial Products Standards Act. Note: The Thai standard corresponding to this product should be indicated under the certification mark.
The product nameplate cannot be marked with a certification mark before or during the TISI certificate application. After obtaining the TISI certificate, the TISI certification mark and the certificate holder name must be marked on the product, and the merchant must make the product before the product has entered Thailand. The security label is attached to the product.
Sixth, battery TISI certification process
1. The customer provides product information and importer information to ESTL, and ESTL contacts local Thai importers to collect relevant documents;
2. The customer provides samples and test files, and ESTL sends the samples to the TIS accredited laboratory in Thailand, where the laboratory arranges the tests;
3. ESTL confirms the inspection date with the customer and the Thai engineer, confirms the Thai engineer's itinerary in advance and makes relevant arrangements, and ESTL assists in the inspection of the factory;
4. ESTL follows up the progress of the test and the progress of the audit report. After both are completed, the TISI certificate is issued.
