ECE R136

With the global wave of electric mobility sweeping across industries, the EU, as a key high-end market, has established stringent product access standards that numerous Chinese electric vehicle (EV) manufacturers must overcome. Among these standards, ECE R136 Certification (commonly known as E-mark Certification) serves as the mandatory "passport" for electric two/three-wheelers and their core components to enter Europe. Leveraging profound testing and certification expertise and localized service advantages, Guangdong Energy Storage Testing Technology Co., Ltd. provides one-stop solutions from technical interpretation to full-cycle certification, ensuring your products gain unimpeded access to the European market.

Chapter 1: Certification Foundation - Regulatory Origin & Mandatory Effect of ECE R136

ECE R136 is not an ordinary industry standard but a legally binding regulation issued by the United Nations Economic Commission for Europe (UNECE). It derives from the 1958 Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts Which Can Be Fitted to and/or Be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of These Prescriptions.

Legal Status

This regulation is adopted by the EU and all contracting parties, serving as a prerequisite for market access. Any L-category electric vehicle with a speed exceeding 6 km/h must obtain certification before market launch and affix the E-mark logo prominently on the vehicle body.

Core Objectives

The regulation aims to ensure the safety, reliability, and environmental friendliness of electric vehicles—especially their Rechargeable Energy Storage Systems (REESS, i.e., power batteries)—under complex operating conditions. It protects consumers and promotes the unified upgrading of industry technical standards.

Latest Updates

Currently, the regulation has been updated to Series 01. Starting from September 1, 2025, no new certificates under the old Series 00 will be issued. Enterprises must make advance arrangements to ensure products comply with the latest requirements.

Chapter 2: Certification Scope - Which Products Require ECE R136?

ECE R136 Certification primarily covers L-category vehicles and their electric drive systems, including:

Vehicle Categories

  • L1e: Light two-wheeled electric vehicles (e.g., e-bikes)
  • L2e: Light three-wheeled electric vehicles
  • L3e–L7e: Two/three-wheeled electric motorcycles, electric cargo trikes, etc.

Core Components

  • Electric Drive Systems: Motors, controllers, etc.
  • Rechargeable Energy Storage Systems (REESS): Vehicle power battery packs/modules—this is the top priority of certification testing, and its safety directly determines whether the whole vehicle can obtain certification.

Chapter 3: Core Challenges - Detailed Analysis of ECE R136 Test Items

Certification testing fully simulates extreme conditions that vehicles may encounter in actual use, with a particular focus on battery system safety. Tests are mainly divided into two modules:

Module 1: Whole Vehicle Electric Drive System Safety Testing

Covers functional safety, electrical safety, electromagnetic compatibility (EMC), etc., to ensure the drive system operates stably and reliably under various working conditions.

Module 2: REESS (Battery Pack) Safety Testing

This is the technical core of certification, consisting of 10 rigorous test items as follows:

Test Category Specific Test Items Simulated Scenarios & Assessment Objectives
Mechanical Safety Vibration Test, Mechanical Shock Test, Drop Test Simulates bumps, collisions, and accidental drops during vehicle operation; assesses the structural robustness and connection reliability of batteries.
Environmental Reliability Thermal Shock Test, Temperature Cycling Test Evaluates the performance stability and sealing of batteries under repeated extreme high/low temperature changes.
Electrical Safety Overcharge Protection Test, Overdischarge Protection Test, Over-temperature Protection Test, External Short Circuit Test, Overcurrent Test (Newly Added) Verifies whether the Battery Management System (BMS) provides timely and effective protection under various electrical abuse conditions.
Fire Safety Fire Resistance (Combustion) Test Directly subjects battery modules/packs to open flame burning; assesses their flame-retardant design and flame spread control capabilities.

Note: The Overcurrent Test is a newly added item in the Series 01 regulation, reflecting higher requirements for dynamic fault protection.

Chapter 4: Certification Guide - ECE R136 Process, Cycle & Cost Structure

1. Standard Certification Process (5-Step Approach)

We have sorted out an efficient and clear certification path for you, with dedicated personnel responsible for the whole process and transparent, controllable progress:

  1. Pre-consultation & Solution Evaluation
  2. Product Pre-testing & Rectification
  3. Formal Testing & Report Compilation
  4. Document Submission & Official Review
  5. Certificate Issuance & Logo Application

2. Certification Cycle

The total cycle is typically 8–12 weeks, depending on product complexity, one-time test pass rate, and speed of document preparation.

  • Preparatory Work & Pre-testing: 2–3 weeks
  • Formal Testing & Report Compilation: 4–6 weeks
  • Official Review & Certificate Issuance: 2–3 weeks

3. Cost Structure

Certification costs consist of multiple components, mainly including:

Cost Item Description
Testing Fees The largest proportion, determined by battery capacity, voltage, and number of test items.
Technical Service Fees Includes document compilation, data translation, application submission, and communication coordination with certification bodies.
Certification Body Fees Certificate review and authorization fees charged by the transportation departments of EU member states.

We promise to provide a clear, transparent, and no-hidden-cost detailed quotation after evaluating your product information.
