Japan METI Registration: Overview, Process & Required Documents

I. Overview of Japan METI Registration

METI registration is a requirement of Japan's Ministry of Economy, Trade and Industry (METI), which can be understood as the need for a local Japanese trading company to guarantee and register the production information of your products exported to Japan.

METI registration requires PSE certification—a mandatory safety certification for electrical equipment in Japan, divided into two types: Diamond PSE Mark and Round PSE Mark. Currently, 498 types of products are listed as requiring PSE safety certification to enter the Japanese market, among which 165 Category A products must obtain the Diamond PSE Mark, and 333 Category B products must obtain the Round PSE Mark.

Regulations stipulate that Japanese purchasers must register and declare with METI within one month after purchasing goods, and must mark the purchaser's name or ID on the products to facilitate supervision and management during subsequent product sales.

Currently, METI registration is not mandatory for customs clearance; only Amazon Japan compulsorily requires merchants to provide METI registration and PSE certification. All products in the PSE certification catalog are required to complete METI registration.

II. Japan METI Registration Process

Notification of Business: Understood as a declaration by the Japanese importer, including manufacturer information, product information, and the signing date.
Approval Certificate issued by Japan's Ministry of Economy, Trade and Industry (METI): The importer can only apply for this approval certificate by submitting the PSE Certificate Supplement to METI for registration.
Japanese purchasers must register and declare with METI within one month after purchasing goods. Only Japanese trading companies registered in Japan are eligible to apply for registration with METI.
