On August 1, 2025, the Certification and Accreditation Administration of China (CNCA) issued an announcement on the Implementation Rules for Compulsory Product Certification - Power Banks, Lithium-ion Batteries, and Battery Packs (Trial).

To strengthen the management of compulsory product certification for power banks, lithium-ion batteries, and battery packs, CNCA has formulated the Implementation Rules for Compulsory Product Certification - Power Banks, Lithium-ion Batteries, and Battery Packs (Trial) (CNCA-C09-02:2025, hereinafter referred to as the "new rules"). The relevant requirements are announced as follows:

I. The new rules shall come into effect on August 15, 2025. The Implementation Rules for Compulsory Product Certification - Electronic Products and Safety Accessories (CNCA-C09-01:2023) shall no longer apply to power banks, lithium-ion batteries, and battery packs.

II. Relevant designated certification bodies shall formulate corresponding certification implementation details in accordance with the new rules and the general implementation rules for compulsory product certification. These details shall be filed with CNCA before certification can be carried out and certificates issued in accordance with the new rules.

III. The valid compulsory product certification certificates issued previously may continue to be used. The conversion of certification certificates shall be completed through natural transition methods such as certificate renewal upon expiration, product changes, and standard updates.

1. Scope of Application

These rules apply to power banks, lithium-ion batteries, and battery packs included in the catalog of compulsory product certification. Adjustments to the scope of application due to changes in laws and regulations, relevant product standards, technologies, industrial policies, etc., shall be subject to documents issued by CNCA.

3. Certification Mode

The certification mode for compulsory certification of power banks, lithium-ion batteries, and battery packs is:
Type test + initial factory inspection + post-certification supervision

The above-mentioned "post-certification supervision" refers to a combination of follow-up inspections after certification and on-site sampling and testing at the production site.

4. Documents Required for CCC Certification

(1) Certification authorization letter;
(2) For the first certification application, registration certificates of the certification applicant, producer, and manufacturing enterprise (such as business licenses);
(3) Factory inspection questionnaire before factory inspection;
(4) Agreements or contracts signed between the certification applicant, producer, and manufacturing enterprise (such as ODM agreements, OEM agreements, authorization letters, etc.);
(5) Product description information, including: model description, technical parameters, list of key components and/or materials, electrical schematics, and difference descriptions of different specifications of products within the same certification unit;
(6) Chinese user manual, Chinese nameplate, and warning marks;
(7) For change applications, supporting documents for relevant change items (such as enterprise name change, administrative division adjustment, etc.);
(8) Other necessary materials.

5. Frequency and Content of Post-Certification Supervision

1. Certification bodies may appropriately increase the frequency and content of supervision based on dynamic adjustments to enterprise classification, changes in product quality, and certification risk control needs.
2. For Class B enterprises, at least one post-certification follow-up inspection per year shall be conducted without prior notice.
3. All post-certification follow-up inspections for Class C and D enterprises shall be conducted without prior notice.
4. On-site sampling and testing at the production site shall cover all categories and producers.
