I. Introduction to ANATEL Certification

ANATEL (Agência Nacional de Telecomunicações) was established in 1997. It is primarily responsible for approving that telecommunications products meet quality, safety standards, and specified technical functions. Almost all products that transmit radio frequencies, connect to public telephone networks, or use lithium batteries in telecommunication devices must obtain approval from this agency. The certification and approval process ensures that consumers' use of these products complies with all relevant quality and safety regulations.

III. Certification Categories

Three categories of telecommunications equipment require mandatory certification:

• Type I

  1. Terminal equipment connected to the Fixed Switched Telephone Service (FSTS) network via endpoints;
  2. Equipment that connects private telecommunications networks to the FSTS network;
  3. Equipment connected to the FSTS network for the purpose of providing value-added services.

  Includes: Mobile phones, satellite phones, VoIP phones, mobile phone batteries, mobile phone charging cables, telephone signal cables, modems.

• Type II
  Any equipment using radio frequencies not covered by Type I, such as low-voltage devices, unlicensed equipment, and antennas.

  Includes: TV and radio antennas, receivers, transmitters, wireless network devices, RF automation equipment.

• Type III
  Any equipment regulated by ANATEL's rules and regulations not covered by Type I or II.

  Includes: Optical fiber cables, cable connectors, mobile network signal transmitters.

IV. Required Documents

1. Information of the applicant (the applicant must be a local Brazilian company; GTG can provide local representative services if needed);
2. Manufacturer's ISO 9001 certificate;
3. Portuguese instruction manual;
4. Technical specifications;
5. Application form;
6. Nameplate;
7. Frequency-setting software.

V. ANATEL Certification Process

1. Determine the product certification category and prototype requirements based on the product information provided by the customer;
2. Ship samples to GTG. After receiving the samples, GTG conducts pre-testing (testing EMC and RF parts);
3. If there are issues in the pre-testing, GTG will communicate with the customer for rectification. If the pre-testing is qualified, the samples will be shipped to a local Brazilian laboratory;
4. The local Brazilian testing laboratory tests the samples and issues a test report;
5. OCD (the issuing authority of the Certificate of Conformity, abbreviated as CoC) issues the CoC certificate;
6. OCD submits the CoC certificate and the test report issued by the local Brazilian testing laboratory to the government agency ANATEL to apply for the Certificate of Homologation (abbreviated as CoH);
7. ANATEL issues the CoH certificate;
8. GTG provides the customer with electronic copies of the test report, CoC, and CoH certificates.

VI. Certificate Validity

Validity period of certificates: 2 years for Type I, 2 years for Type II, and 3 years for Type III.

VII. Notes

1. All products listed by ANATEL require certification;
2. The certificate/authorization holder (importer or manufacturer) must be legally confirmed in Brazil;
3. User manuals, installation guides, and warning signs must be in Portuguese. Other documents can be in English;
4. For products exported to Brazil, the ANATEL certification mark (as shown below) and the ANATEL certification number (which is the CoH certificate number, obtainable from the CoH certificate) must be added.

VIII. Mark Usage Specifications

Certified products must display the ANATEL mark. If it is not feasible to display the mark on the product itself, the mark and code must be included in the instruction manual. The minimum height of the ANATEL mark must be greater than 4 mm, and the height of the full text "ANATEL" must be greater than 1 mm. There are multiple styles of the ANATEL mark, and one of the specified styles is shown in the figure below.

The product identification code is in the format "HHHHH-AA-FFFFF", where HHHHH is a 5-character (letter or number) code as the product certification code, AA is a 2-digit number indicating the year of certification issuance, and FFFFF is a 5-digit number identifying the product manufacturer.
