Question 1:

What specific methods are included in "post-certification supervision"?
Answer:
Post-certification supervision is a combination of two methods: first, follow-up inspections of the factory; second, sampling and testing of products from the production site.

How to understand the relationship between "routine follow-up inspections" and "sampling testing"?
Answer:
They are in a bundled relationship that must be conducted simultaneously. That is, every time a routine follow-up inspection is carried out, samples must be taken from the production site and sent for testing at the same time. It is not allowed to conduct only inspections without sampling testing, and vice versa.

Question 3:

In which cases is factory inspection required even for the first certification application?
Answer:
Factory inspection is required first in the following new application scenarios:

1. The manufacturing enterprise applies for certification for the first time.
2. Adding a new product category to an already certified product (product category expansion).
3. The producer (entrusting party) and the manufacturing enterprise (OEM party) cooperate in the OEM mode for the first time.

Question 4:

In the case of change applications, which situations are deemed to require re-issuance of certificates and thus necessitate factory inspection?
Answer:
When the following major changes occur, the certificate must be re-issued in accordance with the new application process, so the factory must pass the factory inspection first:

1. The manufacturing enterprise relocates its factory address.
2. Adding a new production site in addition to the existing production address (expanding the manufacturing enterprise's address).

Question 5:

How to certify identical power banks, lithium-ion batteries, and battery packs produced by the same producer but different manufacturing enterprises?
Answer:
OEM derivation is no longer allowed for power banks (0914) and lithium-ion batteries and battery packs (0915). Products produced by different manufacturing enterprises must undergo a full set of type tests again.

Question 6:

In case of special circumstances where the manufacturing enterprise cannot conduct on-site sampling, how to resolve it?
Answer:
All applications where on-site sampling is not possible shall be reported to the certification body for filing. The certification body shall approve the use of remote video for sampling or make alternative arrangements. Records of the certification body's filing, approval, or alternative arrangements shall be retained.

Question 7:

Do enterprises with existing classifications need to be reclassified in accordance with the new rules?
Answer:
For manufacturing enterprises with existing classifications, their current classifications remain unchanged. However, when a classification adjustment is triggered, the new rules shall apply for the adjustment.

Question 8:

A manufacturing enterprise applying for certification for the first time is managed as Class C. How can it be upgraded to Class B?
Answer:
Example:

A manufacturing enterprise applying for certification for the first time is managed as Class C. The initial factory inspection is conducted in September 2025, and the factory inspection conclusion is "passed" or "passed after written rectification".

In accordance with Section 8.3 "Frequency and Content of Post-Certification Supervision", Class C enterprises are subject to 3 supervision inspections per year, all of which are unannounced inspections. Assume that from January 2026, May 2026, September 2026, January 2027 to May 2027, the manufacturing enterprise has undergone a total of 5 post-certification follow-up inspections and 5 on-site sampling tests. The conclusions of all follow-up inspections are "passed" or "passed after written rectification", and all on-site sampling test results are qualified.

At the same time, from September 2025 to August 2027 (two years), there are no unqualified results in national sampling inspections, provincial sampling inspections, or certification validity inspections, and no relevant product quality incidents.

In this case, the manufacturing enterprise may apply for an upgrade to Class B in September 2027.

Question 9:

Can the initial factory inspection be conducted simultaneously with the type test?
Answer:
The initial factory inspection cannot be conducted simultaneously with the type test; it must be carried out after the type test is qualified.
