National Standard GB/T 45915-2025: Safety & Multimodal Transport Requirements for Power Lithium Battery Transportation

On August 1st, the State Administration for Market Regulation (National Standardization Administration) approved and released the national standard Safety and Multimodal Transport Technical Requirements for Power Lithium Battery Transportation (GB/T 45915-2025), which will come into force on February 1st, 2026.

The new standard specifies the classification and grading of power lithium battery transportation, as well as requirements for transport packaging, consignment, loading/unloading, temporary storage, multimodal transport, and emergency response. This article highlights the key technical content of the new standard:

1. Establishment of Power Lithium Battery Grading Standards

Based on the United Nations’ Recommendations on the Transport of Dangerous Goods - Model Regulations (hereinafter referred to as the "Model Regulations"), the new standard clarifies the UN numbers and categories applicable to power lithium batteries, and innovatively establishes a grading standard for power lithium battery transportation.

2. Clear Pre-Transport Requirements for Power Lithium Batteries

Requirements for Battery Design and Manufacturing

Batteries shall be equipped with safety venting devices or designed to prevent rupture under normal transport conditions;
Effective measures shall be in place to prevent external short circuits;
Manufacturers shall establish a quality management plan for battery production;
Other supplementary requirements.

Additional Pre-Transport Specifications

The nominal energy (in Wh or kWh) shall be clearly marked on the battery pack housing;
Batteries shall pass the high-temperature storage test;
Grade A and Grade B batteries shall provide a summary of UN 38.3 tests;
Grade A and Grade B batteries shall pass type tests.

3. Improved Transport Packaging Requirements for Power Lithium Batteries

Building on the requirements of the "Model Regulations," the new standard specifies packaging requirements for power lithium batteries of different transport grades. It also enhances requirements for package vibration tests, stacking tests, and impact tests to ensure packaging durability under various transport conditions.

4. Clear Consignment Conditions for Various Types of Batteries

Conduct correct classification and determine the transport grade of the batteries;
Properly package power lithium batteries and prepare relevant documents as required;
The official transport name and UN number shall be clearly marked on the packages;
Special lithium battery labels and dangerous goods marks shall be affixed to the packages.
