Portable Energy Storage Power Supply Global Certification Guide: Essential Requirements for Successful Overseas Expansion

Editor:ESTL Category:Technical information Release time:2025-11-07 Click volume:6

As the global energy transition accelerates and demand for outdoor activities grows, portable energy storage power supplies—an emerging energy solution—are rapidly capturing global markets. However, certification requirements for battery products vary drastically across countries. A sound certification strategy has become the key to successful overseas product expansion. This article comprehensively analyzes the certification requirements for portable energy storage power supplies in major global markets, providing practical guidance for manufacturers.

I. Importance of Battery Export Certification

Battery export certification is not only a mandatory threshold for products to enter international markets but also a crucial means for enterprises to ensure product safety and enhance brand competitiveness. Different countries have established strict market access conditions for battery products based on their regulatory standards:

  • Guarantee Usage Safety: Certification tests verify battery safety performance under abnormal conditions, reducing risks such as thermal runaway and fire.
  • Comply with Regulatory Requirements: Avoid heavy fines, product delisting, or even legal litigation due to non-compliance.
  • Enhance Market Competitiveness: Obtaining authoritative certification marks helps boost consumer trust and expand market share.
  • Smooth Logistics Channels: Necessary transportation certifications are prerequisites for battery products to pass customs smoothly.

II. Certification Requirements for Major Global Markets

1. North American Market Certification

The North American market, particularly the United States, has the most comprehensive and strict certification requirements for portable energy storage power supplies.

UL Certification

The most important safety certification for the U.S. market; e-commerce platforms like Amazon mandate suppliers to provide UL test reports. Core standards include:

  • UL 2743: A safety standard for portable backup power products, mandatory for large energy storage devices to enter Amazon.
  • UL 1973: More suitable for fixed energy storage scenarios, such as photovoltaic power plants, wind power plants, and household energy storage.
  • UL 9540: Represents functional safety certification for complete energy storage systems, focusing on mechanical, electrical, and environmental tests.

FCC Certification

Mandatory electromagnetic compatibility (EMC) certification by the U.S. Federal Communications Commission (FCC). Applicable scope is determined by product specifications and functions:

  • FCC PART 15 C/E/F: Testing for intentionally radiating devices.
  • FCC PART 18: Testing for industrial, scientific, and medical (ISM) equipment.

Energy Efficiency & Environmental Certifications

  • DOE Certification: Portable energy storage power supplies must meet the U.S. Department of Energy’s requirements for battery chargers.
  • CEC Certification: Products entering the California market must obtain certification from the California Energy Commission.
  • TSCA & CA65: Comply with U.S. Environmental Protection Agency (EPA) chemical substance requirements; products sold in California must also meet the requirements of California Proposition 65.

2. European Market Certification

Certification requirements in the European market mainly revolve around the CE mark, covering multiple directives.

CE Certification

A mandatory pass for products to enter the European Economic Area (EEA), including:

  • Electromagnetic Compatibility (EMC) Directive: Ensures products do not generate excessive electromagnetic interference.
  • Low Voltage Directive (LVD): Ensures electrical safety of products within specified voltage ranges.
  • RoHS Directive: Restricts the use of certain hazardous substances in electrical and electronic equipment.

Battery-Related Standards

  • IEC/EN 62619: Safety requirements for secondary lithium-ion cells and batteries for industrial use (especially suitable for energy storage systems).
  • IEC/EN 62133-2: Safety requirements for portable sealed secondary lithium-ion cells and batteries.
  • IEC/EN 62477-1: General safety standards for power electronic converter equipment and systems.

EU New Battery Regulation

Officially took full effect on August 18, 2025. It requires all producers selling batteries in the EU to complete EPR registration, CE certification, and carbon footprint declarations.

3. Australian Market Certification

  • RCM Certification: Mandatory access certification for electrical products in Australia. All electrical products sold in Australia must be registered and marked with the RCM logo.
  • CEC Listing: A prerequisite for energy storage equipment to enter the Australian market and qualify for government subsidies. Unlisted products cannot participate in government subsidy programs.

4. Asian Market Certification

  • China CCC Certification: Power banks have been included in the scope of CCC certification since August 1, 2023.
  • Japan PSE Certification: Has strict certification requirements for lithium batteries; the round PSE mark is mandatory.
  • South Korea KC Certification: Mandatory certification for batteries and electrical products.

III. General & Transportation Certification Requirements

UN38.3 Certification

Regardless of the target market, UN38.3 certification is mandatory for lithium battery transportation (especially air transport). This certification ensures the safety of lithium battery air transport and is formulated in accordance with relevant provisions of the International Air Transport Association (IATA) Dangerous Goods Regulations (DGR).

UN38.3 Test Items:

Altitude simulation test, thermal test, vibration test, shock test, external short circuit test, impact test, overcharge test, forced discharge test, etc.

Qualification Criteria:

No disintegration or fire during the test, and no toxic, flammable, or corrosive substances leakage.

IEC 62133 Test Report

IEC 62133 is a mandatory safety passport for lithium batteries entering European and American markets. Amazon/TEMU will directly delist products without this report! The 2025 EU New Battery Regulation (EU 2023/1542) has designated it as the core basis for CE certification.

Key Test Items:

  • Crush Test: 13kN force applied to the battery (equivalent to the pressure of a 1.3-ton car rolling over); direct failure if the casing ruptures.
  • 130℃ Thermal Abuse: Diaphragm must not shrink after 30 minutes at high temperature.
  • Short Circuit Test: Conducted at 55℃ high temperature with 0.1Ω resistance.
  • 28-Day Continuous Charging: Prevent leakage when fully charged and continuously charged for 4 weeks.

IV. Certification Process & Strategic Recommendations

1. General Certification Process

Although specific requirements vary by certification, the basic process is similar:

  • Phase 1: Preparation: Confirm product standards and prepare technical documents.
  • Phase 2: Sample Testing: Send samples to an accredited laboratory for comprehensive testing.
  • Phase 3: Review and Certification: Review test reports and issue certificates.

2. Efficient Certification Strategies

  • Understand Market-Specific Differences in Advance: If the target market is clear, thoroughly understand its "national differences" requirements to complete relevant tests simultaneously.
  • Ensure Consistency Between Samples and Documents: Samples submitted for testing must be consistent with mass-produced products.
  • Monitor Certificate and Standard Updates: When applicable standards are updated, enterprises must complete product compliance evaluation within the transition period (usually 1–2 years).
  • Establish a Compliance Management System: Set up a dedicated team to track regulatory dynamics (e.g., REACH and Battery Regulation updates) and cooperate with professional institutions.
