On December 25, 2025, a regulation profoundly impacting cross-border e-commerce sellers officially took effect. The revised "Four Product Safety Acts" by Japan's Ministry of Economy, Trade and Industry (METI) were fully implemented, and Amazon Japan subsequently issued an urgent notice requiring overseas sellers of relevant product categories to complete compliance rectification.
For sellers directly selling power banks to Japanese consumers from overseas, the rules of the game have been completely rewritten. Products that fail to complete METI registration and appoint a Domestic Representative in Japan within the specified timeframe will face delisting risks and be prohibited from further sales in Japan.
The core of this revision to the Electrical Appliances and Materials Safety Act is to directly lock the liability subject onto overseas sellers themselves. In the past, liability might have been partially borne by Japanese importers; now, stores shipping directly from China to Japanese consumers are explicitly recognized as "Specified Importers" under the law and must independently assume full compliance responsibilities.
This brings two unavoidable legal obligations:
Submit Business Notification to METI: As a Specified Importer, you must officially register with Japan's Ministry of Economy, Trade and Industry.
Appoint a "Domestic Representative in Japan": You must designate a representative located within Japan. This individual must have a Japanese address, possess Japanese communication capabilities, and act on your behalf to communicate with government authorities such as METI<superscript id="9">1-7. For product listings created on or after December 25, 2025, the business notification must include detailed information of both yourself and your Domestic Representative in Japan.
METI registration is a mandatory requirement under Japan's Electrical Appliances and Materials Safety Act. It is not a product safety test but an official market access registration document. Its purpose is to ensure that electronic devices entering the Japanese market comply with Japan's safety standards and trade regulations, protect consumer rights and interests, and require manufacturers to abide by Japan's trade regulations and tax policies.

Under the new rules, failing to appoint a qualified Domestic Representative in Japan will directly result in non-compliance. The representative must have a legal Japanese address, no criminal record, and be able to perform duties on your behalf.
After receiving Amazon's notice to submit METI registration information, it must be completed within one month; otherwise, the product listing may be removed.
