I. Importance of ECE R136 Part 2 Certification

ECE R136 Part 2 is the core standard for the safety of traction batteries in L-category electric vehicles. Its test results serve as a prerequisite for meeting EU 168/2013 whole vehicle type approval, and a key factor for products to be launched in compliance with regulations.

Legal Status

This regulation is adopted by the EU and some contracting parties, serving as a prerequisite for market access. The Rechargeable Energy Storage System (REESS, i.e., power battery) of any L-category electric vehicle with a speed exceeding 6 km/h must obtain certification before market launch, and the E-mark logo must be affixed to a prominent position on the battery.

The regulation aims to ensure the safety, reliability, and environmental friendliness of electric vehicles—especially REESS—under complex operating conditions, protect consumers, and promote the unified upgrading of industry technical standards.


II. Scope of ECE R136 Part 2 Certification

This regulation specifies safety requirements for the Rechargeable Energy Storage Systems (REESS) of L-category vehicles equipped with electric drive systems and having a maximum design speed exceeding 6 km/h. It excludes storage batteries primarily used for starting engines, lighting, and/or powering other vehicle auxiliary systems.

  2. Drawings (e.g., REESS assembly drawing, battery pack appearance/dimension drawing, BMS appearance/dimension drawing, battery cell appearance/dimension drawing, electrical schematic diagram, etc.)
  3. Battery Management System (BMS) operation specifications
  4. Low-temperature protection instructions
  5. Warning instructions for vehicle control function failures related to the safe operation of REESS
  6. Thermal propagation instructions and thermal propagation test report
  7. Factory inspection documents

Required Samples for ECE R136 Part 2 Certification

Typically, 4–5 REESS (battery pack) samples are required, including 1 modified battery sample for thermal propagation testing, plus wiring harnesses and tooling accessories.

  8. Overcurrent Protection Test (applicable to batteries charged by external power sources on the whole vehicle)
  9. Mechanical Shock Test (applicable to vehicles with central and/or side stands)
  10. Thermal Propagation Test (only applicable to vehicles with passenger compartments / upon customer’s request for future planning)
  11. Fire Resistance Test (only applicable to vehicles with passenger compartments / upon customer’s request for future planning)

IV. Key Notes

Certificate Validity Period

After successfully passing the certification, the obtained E-mark certificate is valid for the long term. Meanwhile, the associated Certificate of Production Consistency (COP) usually has a validity period of 1–3 years and requires regular maintenance and renewal.

Implementation of New Regulations

Key Timelines:

  • January 4, 2023: Amendment Series 01 came into force; enterprises may choose to apply for certification in accordance with the new regulations.
  • September 1, 2027: Mandatory enforcement deadline. Enterprises shall implement the standard version in accordance with whole vehicle regulations and vehicle manufacturers’ requirements.
