On April 3, 2026, the mandatory national standard Safety Technical Specification for Power Banks (GB 47372—2026) was officially issued and will be implemented on April 1, 2027.Developed under the organization of the Ministry of Industry and Information Technology (MIIT), this specification will play a vital role in regulating the power bank market, promoting industrial upgrading, and protecting consumer rights and interests.
Power banks include portable power banks and portable energy storage power supplies, widely known as “charging banks” and “outdoor power stations.”They are widely used, highly owned, and closely related to daily life.As the world’s largest producer and consumer of power banks, China still faces problems such as outdated technology, incomplete quality management systems, and uneven product quality among some manufacturers.Against this background, this mandatory national standard for power banks has been formulated.
Based on the general mandatory national standards GB 31241 and GB 4943.1, the specification strengthens power bank safety in five areas:
Enhanced intrinsic cell safetySafety performance under abuse conditions such as high temperature, overcharging, and crushing is improved.A battery nail penetration test is newly added to reduce risks at the source.
New lithium plating detection after cycle agingReduces internal short‑circuit risks after long‑term use.
Intelligent management requirementsReal‑time monitoring of voltage, temperature, and other key parameters is required.Products must support abnormal event data storage and reading to protect consumers’ right to know.
Unique product identification code systemEach power bank must be marked with a unique “ID number”that allows consumers to verify core information including battery brand, improving transparency.
Full‑process manufacturing controlRequirements for raw materials and production control are specifiedto fundamentally improve safety quality.
The specification strongly safeguards consumers’ legitimate rights and interestsand will comprehensively improve enterprises’ technical capabilities.
After implementation, consumers may continue to use certified power banks that have already obtained the Compulsory Product Certification (CCC).Manufacturers must conduct R&D, design, and production in accordance with the new standard,strengthen supplier management for raw materials and key components,and ensure products meet all new requirements.
A 12‑month transition period is set from the date of issuance.During this period, enterprises may follow either the new standard or existing standards.After the transition period, all production and sales must comply with GB 47372‑2026.This arrangement supports product R&D, design, and production line adjustments,avoids industry turbulence, and ensures stable market supply.
The standard project was approved by the Standardization Administration of China on September 30, 2025.Led by the China Electronics Standardization Institute under the organization of MIIT,the drafting group included manufacturers of power banks, batteries, materials, and chips,shared power bank operators, and transportation authorities such as civil aviation and railway departments.
Hundreds of verification tests were conducted on overcharging, crushing, and nail penetration.More than 1,000 public comments were collected,and multiple technical seminars held to ensure the standard is scientific, reasonable, and practical.
An MIIT official responded:Power banks with existing CCC certificates may still be carried on aircraftas long as they comply with current civil aviation regulations.
However, consumers are advised not to carry damaged, severely crushed, or improperly used power banks,as these pose significant safety risks.
