Editor:ESTL Category:Technical information Release time:2026-04-30 Click volume:21

Against the backdrop of rapid development in consumer electronics, power tools and energy storage products, the safety performance of portable lithium-ion batteries has become a key regulatory focus worldwide. In Q1 2026, China’s lithium battery exports maintained steady growth, with energy storage battery shipments reaching 209 GWh, a year-on-year increase of 115%. A large proportion of these products are supplied to overseas markets. For export-oriented battery manufacturers, obtaining internationally recognized safety certifications has become an essential requirement for global market access.

Among mainstream battery safety standards, IEC 62133-2:2017 is one of the most widely adopted specifications for portable lithium-ion batteries globally. It serves as the core technical basis for CB certification and an essential reference for market access in multiple regions. This article systematically introduces the scope, core test items, compliance criteria and standard correlations of IEC 62133-2:2017 from a third-party testing perspective.

1. Overview of IEC 62133-2:2017

2. Core Test Items

Cell-Level Tests (Clause 5)

  1. Low-rate Continuous ChargingCharge at 0.2 ItA to cut-off voltage and maintain for 28 days.Pass Criteria: No fire or explosion.

  2. External Short CircuitShort-circuit test with (80±20) mΩ resistance at 20°C and 55°C separately.Pass Criteria: Surface temperature ≤ 150°C, no fire or explosion within 7 days.

  3. Thermal Abuse / Thermal ShockHeat the cell at 5°C/min up to 130°C and hold for 10 minutes. This is one of the most rigorous items to verify thermal runaway resistance.Pass Criteria: No fire or explosion within 7 days.

  4. Overcharge TestCharge at over 2× rated voltage or maximum 22V for 24 hours.Pass Criteria: No fire or explosion within 7 days.

Battery Pack-Level Tests (Clause 6)

  • Overcharge protection verification for BMS
  • External short-circuit protection performance
  • Mechanical free fall test: 1m drop onto concrete for 3 times
  • Safety marking, warning labels and user instruction compliance

3. FAQ

Q: What is IEC 62133-2:2017, and which products require it?A: It is a global safety standard for portable sealed lithium-ion cells and packs. It is mandatory for consumer lithium batteries such as mobile batteries, power banks, power tool batteries and wearable batteries. Widely required for entry into over 50 IECEE member countries based on CB schemes.

Q: How long is the IEC 62133-2 test cycle?A: Normally 4–8 weeks, including sample pre-conditioning, charge-discharge cycling and 7-day observation periods for abuse tests. Sufficient lead time is recommended for new product development.

Q: What is the difference between IEC 62133-2 and UN 38.3? Do I need both?A: IEC 62133-2 focuses on in-use product safety, while UN 38.3 regulates transportation safety. The two cannot replace each other. Most lithium battery exports require both tests.

Q: How to solve IEC 62133-2 test failures?A: Analyze failure causes such as diaphragm stability, BMS parameter settings and structural design, optimize materials and protection logic, then resubmit samples. Professional labs can provide targeted rectification suggestions.

Q: Is CB certification enough for overseas sales?A: CB reports are highly recognized but not direct market access certificates. Manufacturers can convert CB test data into CE, PSE, KC, RCM and other local certifications to reduce repeated testing and certification costs.
