From May 13 to 15, 2026, the 18th Shenzhen International Battery Technology Exchange & Exhibition (CIBF 2026) will be held at Shenzhen World Exhibition & Convention Center. Ahead of the exhibition, lithium battery transportation compliance has once again become an industry hotspot. According to IATA data, lithium battery transportation violations consistently rank high in global dangerous goods complaints, with a maximum penalty of USD 75,000 per violation. As the global transport passport for lithium batteries, the UN38.3 test is an essential compliance threshold for all export-oriented battery enterprises.
UN38.3 refers to Part III, Section 38.3 of the UN Manual of Tests and Criteria, specially formulated for lithium battery transportation safety.
This standard is adopted globally by major transportation regulations:
It mandates that all lithium metal batteries and lithium-ion batteries (including those installed inside equipment) must pass UN38.3 testing and obtain a qualified test report before international shipment by air, sea or land.
Not limited by battery capacity or voltage, UN38.3 covers all types of lithium batteries. Whether high-capacity power battery packs or small coin cells, UN38.3 compliance is mandatory for cross-border transportation.
UN38.3 includes eight rigorous environmental and electrical safety tests, simulating extreme conditions encountered during logistics and transportation.
Simulate low-pressure environment at high altitude during air freight.Place battery in low-pressure chamber ≤11.6 kPa (equivalent to 15,000 m altitude), maintain at 20±5℃ for at least 6 hours.Criteria: No leakage, venting, rupture or fire; OCV retention ≥90% of initial value.
Simulate drastic temperature fluctuation during transit.10 cycles between 72±2℃ and -40±2℃, minimum 6 hours holding at each extreme; total test duration over 1 week.Criteria: Same as altitude simulation.
Simulate mechanical vibration during transportation.Sinusoidal sweep from 7Hz to 200Hz, 12 cycles per 3 axes, 3 hours per axis.Criteria: No disintegration, rupture or fire; OCV variation ≤10%.
Simulate accidental impact during handling.Light cells: 15g / 6ms half-sine pulse, 18 impacts total; heavy battery packs adopt 50g / 11ms parameters.Criteria: No disintegration, rupture or fire; OCV retention qualified.
Simulate accidental short-circuit risk.Apply external resistance <0.1Ω at 55±2℃, keep until surface temperature cools down.Criteria: Max surface temperature ≤170℃; no disintegration or fire within 6 hours.
Simulate failure of charging management system.Charge continuously at 2× maximum rated current and 2× rated voltage for 24 hours.Criteria: No disintegration or fire within 7 days.
Simulate reverse discharge risk in series connection application.Force reverse discharge with 12V DC power supply at maximum discharge current.Criteria: No disintegration or fire within 7 days.
Samples shall be kept at normal charging state SOC ≥50%, with intact appearance, no deformation, leakage or damage. Record OCV, internal resistance and initial appearance photos before testing.
