From May 13 to 15, 2026, the 18th Shenzhen International Battery Technology Exchange & Exhibition (CIBF 2026) will be held at Shenzhen World Exhibition & Convention Center. Ahead of the exhibition, lithium battery transportation compliance has once again become an industry hotspot. According to IATA data, lithium battery transportation violations consistently rank high in global dangerous goods complaints, with a maximum penalty of USD 75,000 per violation. As the global transport passport for lithium batteries, the UN38.3 test is an essential compliance threshold for all export-oriented battery enterprises.

1. What is UN38.3 Test?

UN38.3 refers to Part III, Section 38.3 of the UN Manual of Tests and Criteria, specially formulated for lithium battery transportation safety.

This standard is adopted globally by major transportation regulations:

  • IATA DGR (IATA Dangerous Goods Regulations)
  • ICAO TI (ICAO Technical Instructions)
  • IMDG Code (International Maritime Dangerous Goods Code)
  • JT/T 617-2018 (China domestic road transport)

It mandates that all lithium metal batteries and lithium-ion batteries (including those installed inside equipment) must pass UN38.3 testing and obtain a qualified test report before international shipment by air, sea or land.

Not limited by battery capacity or voltage, UN38.3 covers all types of lithium batteries. Whether high-capacity power battery packs or small coin cells, UN38.3 compliance is mandatory for cross-border transportation.

2. Detailed Introduction to 8 UN38.3 Test Items

UN38.3 includes eight rigorous environmental and electrical safety tests, simulating extreme conditions encountered during logistics and transportation.

2.1 T.1 Altitude Simulation

Simulate low-pressure environment at high altitude during air freight.Place battery in low-pressure chamber ≤11.6 kPa (equivalent to 15,000 m altitude), maintain at 20±5℃ for at least 6 hours.Criteria: No leakage, venting, rupture or fire; OCV retention ≥90% of initial value.

2.2 T.2 Thermal Cycling

Simulate drastic temperature fluctuation during transit.10 cycles between 72±2℃ and -40±2℃, minimum 6 hours holding at each extreme; total test duration over 1 week.Criteria: Same as altitude simulation.

2.3 T.3 Vibration Test

Simulate mechanical vibration during transportation.Sinusoidal sweep from 7Hz to 200Hz, 12 cycles per 3 axes, 3 hours per axis.Criteria: No disintegration, rupture or fire; OCV variation ≤10%.

2.4 T.4 Shock Test

Simulate accidental impact during handling.Light cells: 15g / 6ms half-sine pulse, 18 impacts total; heavy battery packs adopt 50g / 11ms parameters.Criteria: No disintegration, rupture or fire; OCV retention qualified.

2.5 T.5 External Short Circuit

Simulate accidental short-circuit risk.Apply external resistance <0.1Ω at 55±2℃, keep until surface temperature cools down.Criteria: Max surface temperature ≤170℃; no disintegration or fire within 6 hours.

2.6 T.6 Impact / Crush Test

  • Impact (for single cells): 9.1kg weight free fall from 61cm onto cell center.
  • Crush (for battery packs): Apply 13kN force until housing deforms by 30%.Criteria: No disintegration, rupture or fire within 6 hours after test.

2.7 T.7 Overcharge Test

Simulate failure of charging management system.Charge continuously at 2× maximum rated current and 2× rated voltage for 24 hours.Criteria: No disintegration or fire within 7 days.

2.8 T.8 Forced Discharge

Simulate reverse discharge risk in series connection application.Force reverse discharge with 12V DC power supply at maximum discharge current.Criteria: No disintegration or fire within 7 days.

3. Sample Preparation & Packaging Compliance

Sample Requirements

Samples shall be kept at normal charging state SOC ≥50%, with intact appearance, no deformation, leakage or damage. Record OCV, internal resistance and initial appearance photos before testing.

Packaging Compliance

  • Outer packaging: Use UN-spec cartons or metal drums.
  • Over 24 cells or 12 battery packs: Additional 1.2m free drop test mandatory.
  • Marking: Affix standard Lithium Battery Mark and corresponding dangerous goods labels; clearly mark rated Wh value on package outer surface.

4. FAQ

Q1: Which lithium batteries need UN38.3 test? All lithium metal and lithium-ion cells & battery packs, including batteries installed inside equipment, must pass UN38.3 before international air, sea and land transportation, per UN Manual of Tests and Criteria Part III Section 38.3.

Q2: What are the 8 UN38.3 test items?T.1 Altitude Simulation, T.2 Thermal Cycling, T.3 Vibration, T.4 Shock, T.5 External Short Circuit, T.6 Impact/Crush, T.7 Overcharge, T.8 Forced Discharge. Impact applies to cells; crush applies to battery packs.

Q3: Requirements for UN38.3 sample quantity and status?Sample quantity varies by battery type and test combination. Samples must maintain SOC ≥50% with intact appearance. OCV and internal resistance shall be recorded before testing. Confirm exact quantity with professional testing institute.

Q4: UN38.3 judgment criteria?Altitude, thermal cycling, vibration and shock: No leakage, rupture, fire; OCV loss ≤10%.External short circuit: Surface temperature ≤170℃, no abnormality within 6 hours.Overcharge & forced discharge: No disintegration or fire within 7 days.

Q5: Relationship between UN38.3 report and packaging marking?UN38.3 test summary report is a necessary prerequisite for lithium battery shipment. After passing testing, products must adopt UN-spec packaging, attach standard lithium battery marks and DG labels, and carry UN38.3 test summary documents. Non-compliant packaging or marking will lead to cargo detention, return shipment or high fines.
