67th Edition IATA DGR: Key Updates on Batteries (Effective Jan 1, 2026) & Compliance Prep

The 67th edition of the IATA Dangerous Goods Regulations (DGR) is soon to be released, with major updates taking effect on January 1, 2026—early compliance preparation is advised.

 

This edition integrates supplementary content from the 2025–2026 version of ICAO’s Technical Instructions for the Safe Transport of Dangerous Goods by Air and the latest revisions approved by the IATA Dangerous Goods Board.

 

This article interprets the main changes and key updates related to batteries in the 67th Edition DGR.

2.3 – Dangerous Goods Carried by Passengers or Crew

New recommendations for the use and charging of power banks and spare batteries in the cabin have been added.

 

Corresponding revisions have been made to Table 2.3.A.

Key Details of Cabin Battery Rules

To clarify operational standards, the new rules specify strict requirements for power banks (portable chargers) and spare batteries:

 

  • Power banks are prohibited in checked baggage (must be carried in carry-on luggage).
  • Charging power banks using seat power supplies or on-board electrical systems is banned throughout the flight.
  • During aircraft taxiing, takeoff, and landing, power banks cannot be used to charge or supply power to other portable electronic devices.
  • Power banks must not be stored in carry-on luggage placed in overhead bins; they should be kept in personal bags under the front seat or in designated locations (e.g., seatback pockets).

Appendix H – Pending Revisions

This edition of the DGR adds Appendix H, which details the following proposed revisions. If confirmed, these revisions will take effect on January 1, 2027. The revisions are based on two sources: 1) Updates from the 24th revised edition of the UN Recommendations on the Transport of Dangerous Goods, Model Regulations; 2) Revisions agreed upon by the ICAO Dangerous Goods Panel to date, which are intended to be incorporated into the 2027–2028 Technical Instructions.

Battery-Related Revisions in Appendix H

  1. Expansion of "Exceptions for Data Recorders": Extends the scope of application to include corresponding sodium-ion batteries.
  2. Clarified Classification Method for Hybrid Batteries: Defines the classification criteria for hybrid batteries composed of lithium-ion battery cells and sodium-ion battery cells.
  3. Updated Dangerous Goods List: Adds two new entries:
    • UN 3563: Lithium metal batteries installed in freight transport units
    • UN 3564: Sodium-ion batteries installed in freight transport units
  4. Revised and New Special Provisions: Revises Special Provisions A107, A185, A214, and A235, and adds new references related to batteries.
