Thailand TISI New Energy Mandatory Certification Update 2026: 4 Core Categories & Enterprise Response Guide

1. Policy Background: Comprehensive Upgrade of Thailand's New Energy Access Barriers

From June 15 to July 9, 2026, the Thai Industrial Standards Institute (TISI) intensively released multiple draft guidelines for industrial product supervision and management, and opened public consultation. The drafts cover core new energy categories including consumer batteries, inverters, EV chargers, energy storage batteries and traction batteries, with clear definitions on key certification details such as test sample quantity, series classification rules and certificate information elements.

As the public consultation periods end successively, relevant official guidelines are about to take effect. The above new energy products will be fully included in Thailand's mandatory market access scope, with significantly raised compliance thresholds.


2. Key Interpretation of Drafts for 4 Core Categories

The following sorts out key contents of core drafts on consumer batteries, EV chargers, energy storage batteries and traction batteries.

2.1 Consumer Batteries (TIS 62133-2-2565)

Standard Upgrade

Original standard: TIS 2217-2548, already mandatory. This draft upgrades on the basis of the original mandatory standard, with more detailed adjustments to series classification rules and sample requirements.

Series Classification Rules

The draft defines the following rules for consumer battery series classification, among which "lithium-ion / lithium-ion polymer battery" and "rated capacity" are newly added items: • Importer • Factory • Lithium-ion / lithium-ion polymer battery (newly added) • Battery shape • Cathode material • Anode material • Rated capacity (newly added)

Sample quantity: 56 cells, 22 battery packs.

2.2 EV Chargers (TIS 61851-1-2567)

Standard Mandatory Enforcement

Original status: No previous mandatory requirement. This draft marks the first time Thailand includes EV chargers in the mandatory access scope, filling the standard gap in this field.

Series Classification Rules

The draft defines the following rules for EV charger series classification: • Importer • Factory • Indoor / outdoor installation • Rated input voltage • Rated output voltage • Rated output current • Enclosure type • Electrical system (single-phase / three-phase) • Electric shock protection class • IP rating

Sample quantity: 2 units.

2.3 Energy Storage Batteries (TIS 63056-2567)

Standard Mandatory Enforcement

Original status: No previous mandatory requirement. This draft marks the first time Thailand includes energy storage lithium-ion batteries in the mandatory access scope.

Series Classification Rules

The draft defines the following rules for energy storage battery series classification: • Importer • Factory • Battery shape • Cathode material • Anode material • Discharge rate • Nominal voltage • Nominal capacity • Rated capacity

Sample quantity: 1 unit.

2.4 Traction Batteries (M-category & N-category, TIS 3026-2563)

Standard Mandatory Enforcement

Original status: No previous mandatory requirement, directly adopting ECE R100 (L-category vehicles refer to TIS 2952-2561). This draft converts traction battery regulation from reference to European standards to Thailand's local mandatory standard, marking an important step for Thailand to establish an independent standard system in the traction battery field.

Series Classification Rules

The draft defines the following rules for traction battery series classification: • Importer • Factory • Brand name • Battery chemical composition • Battery capacity • Model

Sample quantity: 5 units (must be equipped with external short circuit protection).

In addition to the above core categories, TISI also opened public consultation on draft ministerial regulations and supervision and testing guidelines for the following products during the same period: • PV system inverters (TIS 2603-2-2556 / 2567) • Low-voltage fuses for PV systems (TIS 60269-6-2567) • Wires and cables for PV systems (TIS 62930-2564) • DC circuit breakers (TIS 60947-2-25xx) • Portable backup batteries (TIS 2879-2567) • Nickel-based consumer batteries (TIS 62133-1-2565)

The consultation dates of the above drafts are mainly concentrated from mid-June to early August 2026.


5. Enterprise Response Recommendations

Facing the upcoming implementation of Thailand TISI's new energy mandatory drafts, relevant enterprises are advised to make advance arrangements from the following aspects:

Step 1: Comprehensive Product Scope Investigation

Sort out whether your products fall within the category scope covered by this draft, and clarify the corresponding standard numbers and specific requirements. Pay special attention to products belonging to newly regulated categories with no previous mandatory requirements, which will face certification preparation from scratch.

Step 2: Study Series Classification Rules

Carefully study the series classification rules of each category, determine the series attribution of products, evaluate the number of samples to be submitted and certification batches, and arrange testing plans reasonably.

Step 3: Focus on Standard Differences

For products originally following reference standards, focus on technical differences between the new standard and the original standard, and evaluate whether product design adjustment or re-testing is required.

Step 4: Plan Certification Timeline in Advance

Enterprises are advised to pay close attention to the release time of official guidelines after the consultation period ends, contact qualified testing and certification institutions in advance, and start the certification process simultaneously to gain a time window advantage.
