1. Why Power Banks Need CCC Certification

From voluntary certification to mandatory market access — and now tighter standards

A power bank is an application product of lithium-ion cells and batteries for portable electronic equipment. In recent years, incidents of overheating and self-ignition caused by substandard cells or poorly designed protection circuits have drawn regulatory attention, and mobile power supplies were formally brought into the scope of China Compulsory Certification, with certification bases and post-certification supervision progressively tightened.

Supervision continues to intensify

Certified manufacturers are subject to classified supervision, and flight inspections have been increased to twice a year; fraudulent certification and misuse of certificates are strictly investigated. According to public information, in the first half of 2025 alone certification bodies suspended more than 8,000 CCC certificates and revoked several hundred certificates held by power bank and cell manufacturers — obtaining a certificate is only half the task; remaining compliant afterwards matters just as much.

2. Certification Standards

Two standards in force plus one newly added, covering whole-product safety and battery safety

GB 47372-2026 transition arrangements

Until 31 March 2027 certification bodies may certify against either the new or the old rules at the applicant's choice. From 1 April 2027 the new certification rules based on GB 47372-2026 apply in full, and certificates already issued for power banks and for the lithium-ion cells and batteries used inside them should be converted before 1 April 2027. Certified manufacturers are advised to review the impact of the additional test items on design, materials and cost in line with product life cycles and inventory plans, and to plan the conversion route early.

3. Main Test Items

Type testing covers whole-product safety and battery safety

Whole-product electrical safety (GB 4943.1-2022)

Markings and instructions, protection against electric shock (insulation, dielectric strength, touch current, creepage distances), energy hazard limits, fire protection (enclosure flammability rating), mechanical construction strength and battery retention reliability.

Battery safety (GB 31241-2022)

Electrical items such as overcharge protection, over-discharge protection, external short circuit and reverse-charge protection; environmental items including high-temperature charge and discharge, temperature cycling and low air pressure; mechanical items including vibration, impact, crush and drop; hot storage and thermal abuse assessment.

Tightened items under GB 47372-2026

Nail penetration and lithium plating assessment are newly added; crush testing is tightened — flat-plate crush is replaced by round-bar crush and the maximum force increases from 13 kN to 20 kN. For outdoor portable power supplies, thermal runaway assessment also applies.

Marking and nameplate requirements

Nameplates must accurately state rated capacity, rated energy in Wh and input/output parameters. The rated energy marking is a key checkpoint for air transport and market supervision, and must match the sample submitted for testing.

4. Application Process

Factory inspection before certificate issuance and sampling at the production site — the key changes from the old model

Submit the application and documents

Apply to a CCC certification body designated by CNCA, providing basic credentials such as business licences for the applicant, the manufacturer and the production plant, together with the technical documentation.

Document review and certification unit division

The certification body reviews the application and confirms the certification units, applicable standards and test plan. Products sharing the same circuit board, construction and cell type may form one unit, while different capacities may be covered by difference testing rather than a full repeat of all tests.

Type testing

Testing is carried out item by item by a CCC-designated laboratory to GB 4943.1-2022, GB 31241-2022 and — where the applicant so chooses — the new GB 47372-2026 rules, and a test report is issued.

Factory inspection

Auditors conduct an on-site inspection of the production plant, covering incoming inspection, component control, product conformity, production records and finished-product inspection capability. ODM arrangements must complete the factory inspection in the same way.

Certificate issuance and use of the mark

Once type testing and factory inspection are both satisfactory, the CCC certificate is issued. Certificate information is publicly searchable on the national certification and accreditation public service platform, after which the CCC mark may be applied by moulding or labelling.

Post-certification supervision

Certificates are valid for five years. During validity, holders undergo annual supervision and sampling, and flight inspections take place twice a year to ensure continued conformity.

Main documents required

  • Company credentials: business licences and basic qualification documents of the applicant, manufacturer and production plant;
  • Specifications for the cells and battery pack;
  • Circuit schematic and PCB layout drawing;
  • Critical component list (cell model, protection board solution, enclosure material, etc.); the cell must hold a CCC certificate;
  • Nameplate and label artwork.

5. Common Scenarios

E-commerce, OEM/ODM and outdoor power supplies

E-commerce listings

Major Chinese e-commerce platforms require a valid CCC certificate for the power bank category. Products without one are removed from listings and may face inspection and penalties by market regulators.

OEM / ODM / private label

A brand owner may apply in its own name and register the contract manufacturing plant; completing the factory inspection is sufficient. Contract manufacturing does not prevent certification in the normal way.

Large-capacity outdoor portable power supplies

These follow the same CCC implementation rules for mobile power supplies, with stricter battery safety testing. Under the new standard, products with a rated energy above 160 Wh are also subject to thermal runaway assessment.

Converting existing certificates

Until 31 March 2027 the new or old rules may be chosen; from 1 April the certificate must be amended under the new rules, with the newly added test items assessed so that product sales are not affected.
