Electric toothbrushes, shavers, massagers, robot vacuum cleaners, vacuum cleaners — the safety of lithium batteries built into portable household appliances is drawing growing attention from brand owners, e-commerce platforms and supply chains. SJ/T 11778-2021 provides a dedicated safety evaluation basis for this product category. This topic page sets out the scope of the standard, its safety design requirements, principal test items, document checklist and frequently asked questions, to help manufacturers understand the standard accurately and plan testing sensibly.
Key facts about SJ/T 11778-2021 in one table
| Item | Details |
|---|---|
| Standard number | SJ/T 11778-2021 |
| Title | Safety requirements for lithium-ion cells and batteries used in portable household appliances |
| Status | Voluntary electronics industry standard (SJ/T) |
| Administering authority | Ministry of Industry and Information Technology of China |
| Centralized body | China Electronics Standardization Institute |
| Issued / effective | Issued 5 March 2021 / effective 1 June 2021 |
| Subject of assessment | Lithium-ion cells and battery packs for portable household appliances |
SJ/T 11778-2021 specifies the safety requirements for lithium-ion cells and batteries used in portable household appliances, providing a consistent safety design baseline and test evaluation method for this category. The standard was led by the China Electronics Standardization Institute, the core centralized body for China's lithium battery standards. Its drafting organizations include battery manufacturers, robot vacuum cleaner and personal care appliance companies, and testing and certification bodies, so the requirements stay close to real-world applications.
Four typical appliance groups, assessed at cell and battery pack level
The standard applies to lithium-ion cells and batteries used in portable household appliances. The categories given as examples include:
Electric toothbrushes, shavers, hair clippers, skin exfoliation devices and similar products.
Neck and lumbar massagers, electric knee pads, hand warmers and similar products.
Robot vacuum cleaners, floor moppers, vacuum cleaners, window cleaners, irons and garment steamers, applicable to household, factory, shopping mall, supermarket and station environments.
Lighting products, air purifiers, humidifiers, indoor environment monitors for temperature, humidity, formaldehyde or PM2.5, and similar devices.
Note that the standard states explicitly that the list is not exhaustive, and that products not listed are not necessarily outside its scope. For lithium-ion cells or batteries used in portable household appliances in specific environments such as recreational vehicles, cruise ships or aircraft, additional requirements may apply. Whether a product falls within scope should be confirmed item by item against the appliance category and the conditions of use.
GB 31241 covers lithium batteries for portable electronic products, whereas household appliances such as robot vacuum cleaners, vacuum cleaners and massagers fall within the application scope of SJ/T 11778-2021. The two standards apply to different products. Before submitting samples, confirm the basis standard recognized by the customer or platform, so that a report is not rejected for using the wrong standard.
A systematic safety baseline, from cell selection to the appliance interface
The standard sets out safety design requirements across several dimensions of the battery system. The underlying principle is to control the risks of thermal runaway, fire, explosion, electric shock and leakage at the design stage:
Battery packs should provide protection against overvoltage charging, over-discharge, overcurrent, short circuit and overtemperature, reliably interrupting the circuit once an abnormal condition occurs so that the risk does not escalate.
The enclosure should have adequate mechanical strength and heat resistance to prevent rupture or deformation under external impact or high temperature. Insulation coordination, clearances and creepage distances should meet electrical safety design requirements.
Connectors should have good mechanical strength and electrical performance, preventing local overheating and other hazards caused by poor contact or loosening.
Cells and battery packs should carry clear marking of rated parameters, polarity and similar information, and the warning content should match the actual condition of the product so that it can be identified during appliance assembly and use.
Organized along three lines: electrical, mechanical and environmental safety
The tests specified in the standard address the hazards lithium-ion batteries may present under normal use and reasonably foreseeable abnormal use. The main test directions are summarized below; specific items and parameters are subject to the official published text of the standard.
| Test category | Typical items | What is assessed |
|---|---|---|
| Electrical safety | External short circuit (including high-temperature external short circuit), overcharge, over-discharge, forced discharge | No fire or explosion under abnormal circuit conditions, and effective operation of the protection circuit |
| Mechanical safety | Crush, drop, vibration, impact | No leakage, fire or explosion after mechanical stress, with structural integrity maintained |
| Environmental safety | High-temperature use, temperature cycling, low pressure | Thermal stability and safety under alternating high and low temperatures, low pressure and similar environmental stress |
| Integrated assessment | Protection circuit function verification, marking and construction inspection | Protection parameters consistent with the design, clear marking, and construction meeting requirements |
For appliance manufacturers, the battery pack is a key component whose safety performance directly affects the quality of the finished product. It is advisable to arrange test verification at the cell selection and battery pack design freeze stage, avoiding rework caused by battery issues after mass production begins.
Match the standard to the product category; they do not replace each other
| Standard | Applies to | Relationship with SJ/T 11778-2021 |
|---|---|---|
| GB 31241 | Lithium-ion cells and batteries for portable electronic products | Mandatory national standard applying to portable electronic products. It applies to different products from SJ/T 11778-2021, which addresses household appliances; which one is relied upon depends on the product category and customer requirements. |
| GB 4943.1 | Audio/video, information and communication technology equipment | End-product electrical safety standard. Household appliances containing lithium batteries should also be assessed against the safety standard applicable to the appliance. |
| UN 38.3 | Transport safety of lithium-ion batteries | Addresses the transport stage, a different scope from product safety in use; it must be completed separately before shipment. |
| SJ/T 11811-2022 | Lithium-ion cells and batteries for electric wheelchairs | Also an electronics industry standard, applying to the electric wheelchair scenario; it and the household appliance scenario do not cover each other. |
