UL certification is an important compliance pathway for battery products entering the United States and Canadian markets. UL battery standards are structured across three levels — cell, battery pack and end product — and different product forms correspond to different standards. Choosing the wrong direction directly affects project timelines and costs. Aimed at enterprises in Jiangsu, this page sets out UL mark types, the applicable UL standards matrix for battery products, the certification process, document checklists and common misconceptions, and explains how remote customers can coordinate a project.
A product safety certification system widely relied upon in North America
UL (Underwriters Laboratories) safety standards are published by UL Standards & Engagement, while product certification is carried out by National Recognized Testing Laboratories (NRTLs) recognized by the U.S. Occupational Safety and Health Administration (OSHA), such as UL Solutions, assessing products against the relevant standards. Products that pass assessment may use the UL mark within the authorized scope. The UL mark is widely relied upon in North American buyer procurement specifications, retail channel access, e-commerce platform review, and engineering acceptance and safety inspection.
Jiangsu is a major cluster for lithium batteries, consumer electronics, power tools, light mobility and new energy industries, with large numbers of battery and end-product manufacturers located in Suzhou, Wuxi, Nanjing, Changzhou, Nantong and other cities. For products exported to North America, it is advisable to confirm the applicable UL standards during the development stage, so that designs do not have to be revisited after mass production begins.
| Mark type | Meaning | Typical application |
|---|---|---|
| UL Listed | End products that have passed safety certification | Finished battery packs, power banks, portable power stations and similar end products |
| UL Recognized | Components that have been recognized for safety | Cells, protection boards, connectors and other components |
| UL Classified | Evaluation of products intended for use under specified conditions | Batteries or battery systems for special applications |
Match your product to the cell, battery pack or end-product level
UL battery standards are structured in layers by product form, and assessment at a higher level is normally based on the safety of the level below. Confirming which level a product sits at before selecting the specific standard effectively reduces directional error.
| Level | Subject of assessment | Commonly used standards | Key assessment areas |
|---|---|---|---|
| Cell level | Individual lithium cells (rechargeable and non-rechargeable), such as cylindrical, prismatic and pouch cells | UL 1642 | Short circuit, overcharge, crush, thermal abuse, low pressure, vibration and other items, with the focus on no fire or explosion under abuse conditions |
| Battery pack level | Battery packs and battery systems with a protection board and enclosure | UL 2054 UL 2056 UL 2743 |
UL 2054 covers household and commercial battery packs; UL 2056 addresses power banks as end products; UL 2743 covers portable and outdoor power stations |
| Battery pack level | Power and industrial battery packs by application | UL 2271 UL 2580 UL 1973 |
Batteries for light electric vehicles (UL 2271), electric vehicle batteries (UL 2580), and stationary energy storage and industrial batteries (UL 1973) |
| End-product level | Finished electrical systems incorporating battery, charging and control | UL 62368-1 UL 2272 UL 2849 |
UL 62368-1 is commonly used for battery-containing digital end products; personal e-mobility devices and e-bikes correspond to UL 2272 and UL 2849 |
| Specialized | Battery-operated appliances and button cell products | UL 2595 ANSI/UL 4200A |
UL 2595 is applied alongside the end-product standard for battery systems such as power tools; button cell products are assessed to ANSI/UL 4200A for battery compartment security and warning markings |
| Transport | All lithium battery products | UN 38.3 | A transport safety requirement, to be accompanied by a Test Summary (BTS) document; it does not substitute for market access certification |
It should be noted that a single product may involve several standards at the same time. A portable power station with AC output, for example, is usually assessed primarily to UL 2743, while its internal battery pack and electronic circuits may separately involve UL 2054, UL 2056 and UL 62368-1. The specific combination needs to be confirmed against the actual product structure and sales channel.
Certification pathways vary considerably by product form
When selling finished products through cross-border e-commerce or offline channels, buyers and platforms generally require test reports to standards such as UL 2054 and UL 62368-1.
The customer specifies the UL standard and certificate type directly in the procurement contract, and the certification must be arranged against the required standard and model scope.
Power banks commonly use UL 2056, while portable power stations and portable energy storage commonly use UL 2743; the interface with the standards for the internal battery pack and charging module also needs attention.
Battery systems for power tools are assessed to UL 2595 alongside the end-product standard, while e-bikes, scooters and similar light mobility products correspond to UL 2849, UL 2271 and others.
Stationary energy storage, telecommunications base station and industrial battery packs are usually assessed primarily to UL 1973, against project capacity and the application environment.
Button cells and products containing button cells exported to the United States must be assessed to ANSI/UL 4200A for battery compartment security and warning marking requirements.
Taking the standard pathway as an example: six stages
Establish whether the subject of application is a cell, a battery pack or an end product, and determine the applicable UL standards and certificate type in light of the end application and sales channel.
Submit basic documents such as the product specification, circuit diagram and BOM; assess test items, sample quantities and timelines to form a certification scheme.
Compile the specification, BOM, circuit schematics, PCB layout, certificates for key components, labels and user manual according to the scheme.
Provide samples identical to mass production, with complete packaging and instructions, and complete electrical, mechanical, environmental and enclosure testing to the applicable standard.
After testing is passed, an initial factory inspection is arranged by the certification body to verify consistency between mass-produced products and tested samples and the control of key components.
Once the review is passed, the relevant certificate is obtained and the product enters the Follow-Up Services (FUS) system; changes to the product or key components must be reported promptly.
| Category | Documents |
|---|---|
| Corporate and application documents | Application form, business license, letter of authorization, trademark and model naming information |
| Product technical documents | Product specification, circuit schematics, PCB layout, BOM, structural drawings |
| Key component documents | Cell specification and its safety certification information, protection board solution, certificates for key components |
| Markings and instructions | Product label artwork, user manual, safety warning content |
| Samples | Test samples identical to mass production, with complete packaging; quantity determined by the standard and test items |
Remote handling, with the whole process conducted online
For customers in Jiangsu, we organize projects on a remote collaboration basis to reduce travel costs for the enterprise:
Product form confirmation and standards applicability assessment are completed through online meetings or document exchange, producing a written certification scheme.
Test samples can be shipped directly from Jiangsu. We will explain sample quantities, condition requirements and packaging precautions in advance.
Stage milestones and test progress are fed back in real time, with key milestones notified to the enterprise in advance so that production and shipping plans can be arranged.
For the factory inspection that must be conducted on site, inspection points and preparation items are reviewed in advance to help the enterprise prepare documents and the site.
These are the points most likely to affect project progress
UN 38.3 is a transport safety requirement for lithium batteries, covering air, sea and other transport modes. UL certification falls within product safety in use and addresses North America market access, buyer procurement specifications and platform review. The purpose and scope of application differ, and the two cannot replace each other.
Using the UL mark without valid certification is a violation, and certification bodies conduct market surveillance. Product markings and label information must be consistent with the certificate.
The safety performance of a battery pack is not simply the sum of the safety performance of its cells. If the internal cells are not certified to UL 1642, the uncertainty of passing battery pack certification increases noticeably. It is advisable to bring safety certification into supply chain management at the cell selection stage.
The North American market sets clear requirements for label content and durability, which must include model, voltage, capacity, manufacturer information and safety warnings; labels, user manual and submitted sample information should remain consistent.
After certification, periodic factory inspections under the Follow-Up Services (FUS) system are required. When the product design, cell, protection board, enclosure or manufacturing entity changes, this must be reported promptly and the need for supplementary testing assessed, otherwise the certificate may be affected.
