On July 2, 2026, Amazon Europe's multi-site lithium battery compliance policy officially took effect. Under this policy, non-compliant products will be gradually delisted starting from September 30, 2026. This means all sellers of lithium battery-related products on Amazon European marketplaces must complete compliance verification before the deadline, or their listings will be removed.
This article comprehensively sorts out the core points of this new compliance rule from five dimensions: policy background, applicable scope, standard requirements, compliance process and response suggestions.
In recent years, with the rapid development of consumer electronics, power tools, energy storage equipment and other fields, lithium batteries have become one of the fastest-growing product categories in global trade. However, the inherent safety hazards of lithium batteries, such as thermal runaway and short-circuit fire, have prompted regulatory authorities around the world to continuously strengthen safety access requirements.
As one of the world's largest e-commerce platforms, Amazon has continuously strengthened product safety compliance management in the European market in recent years. The newly released lithium battery compliance policy applies to multiple European sites, requiring all lithium battery products to undergo direct product verification by Amazon-authorized third-party Testing, Inspection and Certification (TIC) service providers.
Notably, this policy adopts the TIC Direct Verification mechanism — sellers cannot upload reports on their own, and must submit documents or samples to Amazon-authorized TIC institutions for review or testing. This mechanism is consistent with the verification methods previously implemented by Amazon for categories such as electric mobility devices and lithium battery-powered small home appliances, marking that platform compliance management is fully upgrading from "seller self-submission" to "direct submission by certification bodies".
This policy applies to lithium batteries, specifically covering the following product types: ● Rechargeable lithium storage batteries ● Rechargeable lithium-ion or lithium-ion rechargeable batteries ● LiPo or lithium polymer rechargeable batteries ● LiFePO4 or lithium iron phosphate rechargeable batteries ● Rechargeable lithium-ion coin cells or button cells ● Rechargeable lithium-ion batteries for designated equipment ● Replacement batteries matching primary batteries in devices ● Various forms of single-cell and multi-cell battery packs for consumer or industrial use
This policy does not apply to lithium-ion batteries used in electric mobility devices (such as electric scooters, e-bikes, electric hoverboards, etc.). Such products are subject to Amazon's special compliance policy for electric mobility devices, and sellers need to refer to corresponding policy requirements separately.
Amazon requires lithium battery products to meet both safety standard and transport test standard requirements, as detailed below:
表格
| Standard Number | Standard Name | Applicable Scope |
|---|---|---|
| IEC/EN 62133-2 | Secondary cells and batteries containing alkaline or other non-acid electrolytes – Safety requirements for portable sealed secondary cells, and for batteries made from them, for use in portable applications – Part 2: Lithium systems | Portable consumer lithium battery products |
| IEC/EN 62619 | Secondary cells and batteries containing alkaline or other non-acid electrolytes – Safety requirements for secondary lithium cells and batteries for industrial applications | Industrial use lithium battery products |
表格
| Standard Number | Standard Name | Description |
|---|---|---|
| UN 38.3 | Lithium Ion Battery Transport Test | Section 38.3 of the UN Recommendations on the Transport of Dangerous Goods – Manual of Tests and Criteria, which is the mandatory transport safety test requirement for lithium batteries by air, sea and land. All lithium battery products must pass it. |
● Batteries for consumer electronic products (such as mobile phone, tablet and laptop batteries): usually applicable to IEC/EN 62133-2 ● Batteries for industrial use (such as energy storage systems, industrial equipment backup power, etc.): usually applicable to IEC/EN 62619 ● No matter which safety standard is selected, UN 38.3 transport test is mandatory and indispensable ● Test reports must be issued by ISO 17025-accredited laboratories, otherwise they will not be accepted by Amazon
Amazon adopts the TIC Direct Verification mechanism for this policy. Sellers cannot upload compliance documents on their own, and must complete verification through Amazon-authorized TIC service providers. The specific process is as follows:
First, verify whether the product belongs to the lithium battery category covered by this policy. If the product is a lithium battery for electric mobility devices, it is not within the scope of this policy, but you need to confirm whether it is subject to other special policies.
Sellers need to prepare the following documents and images and submit them to TIC service providers for review:
Choose one of the following methods to complete verification according to your own situation:
● Submit existing test reports, UN 38.3 reports, BTS and other documents to Amazon-authorized TIC service providers ● TIC institutions review the documents to confirm whether they comply with Amazon policy guidelines
● Send the product to TIC service providers ● TIC institutions conduct testing according to applicable standards (IEC/EN 62133-2 or IEC/EN 62619 + UN 38.3) ● Issue a report after passing the test and complete compliance verification
After passing the verification, sellers also need to ensure that product detail pages meet the following requirements:
● Model, part number or product number ● Manufacturer or brand name ● Applicable warning statements (hazard warnings)

| Timeline | Event | Description |
|---|---|---|
| July 2, 2026 | Policy officially takes effect | Gradually covers all applicable products in batches |
| September 30, 2026 | Start date of non-compliant product delisting | Non-compliant products will be gradually removed from this date |
| Ongoing | Compliance verification | Sellers should complete verification as soon as possible to avoid early delisting due to batch rollout |
The actual implementation of Amazon's compliance policy is subject to the compliance notifications in your account. The compliance deadline may vary for different sellers and different ASINs. Please pay close attention to your seller backend account information in time, and follow the actual notified compliance time — do not rely on the unified deadline and cause delays.
The implementation of Amazon Europe's new lithium battery compliance rule means that the market access threshold for lithium battery products has been further raised. The implementation of the TIC Direct Verification mechanism makes the compliance process more standardized, but also puts forward higher requirements for sellers' response speed and document preparation.
For Chinese lithium battery export enterprises, arranging compliance in advance and choosing reliable TIC partners are the keys to ensuring stable sales in the European market. Energy Storage Testing will continue to follow global compliance trends for new energy products and provide professional testing and certification service support for enterprises.
Guangdong Energy Storage Testing Technology Co., Ltd. specializes in testing and certification services, with rich testing experience and professional technical capabilities in fields such as lithium battery-powered small home appliances, electric mobility devices, portable power supplies and lithium-ion batteries.
