On February 27, 2026, the Department of Trade and Industry – Bureau of Philippine Standards (DTI-BPS) officially released the draft Technical Specifications for Mandatory Certification of Power Banks & Portable Power Packs. This proposal plans to include power banks and portable power packs within the scope of mandatory PS/ICC certification.

II. Scope of Covered Products

Note: Products exceeding rated parameters require confirmatory testing. Multi-port products will also be included if core indicators meet standard requirements.
III. Two Major Certification Schemes
1. PS Certification (Long-term Preferred for Mass Export)
- Application Rules
- Separate application for each production site; overseas manufacturers must submit applications via a local Philippine legal agent.
- Different product categories from one factory require independent certification.
- One PS license binds only one local importer; multiple importers need separate certificates.

Post-certification Supervision
- Local manufacturers: Annual factory audit + random market inspection

- Customs Clearance Mandatory: SOC CertificateRequired documents: PS certificate copy, bill of lading/air waybill, commercial invoice, packing list, etc., for conditional release.BPS conducts on-site verification and sampling testing. Compliant goods will be issued with an SOC; non-compliant goods will receive a written reason notice.Note: BPS retains the right to random sampling at any time to ensure continuous compliance.
2. ICC Certification (Temporary Solution for Small-batch Import)
- Applicant: Only legally registered local entities in the Philippines
- Required Materials: Application form, packing list, invoice, bill of lading, batch number, dealer list, warehouse certificate, importer registration, surety bond, DTI/SEC certification
- Inspection & Sampling: 2 sets of samples per brand and model (1 for testing, 1 for backup)
- Result Rules
- Pass: BPS issues official ICC certificate
- Fail: Retesting, rectification, return or destruction are optional
- Conditional Release Certificate is available for complete documents, valid only for a single shipment
IV. Enterprise Compliance Guidelines
- Scope Confirmation: Verify whether products fall into the mandatory list and select PS or ICC routes.
- Document Preparation: Prepare certification materials accordingly. Overseas enterprises must complete local agency registration in the Philippines for PS submission.
- Process Arrangement
- Long-term mass supply: Apply for 3-year PS certification and complete factory audit in advance
- Occasional small-batch import: Adopt batch-by-batch ICC certification
- Daily Compliance
- PS-approved products must apply for a separate SOC for each shipment
- Keep licenses, test reports and customs documents properly for audit and random inspection
V. Risk & Compliance Warnings
Red-line Violations
Forgery of certification marks, sales of uncertified goods, refusal of product recalls, and falsified documents, etc.
Penalties
Production suspension, sales ban, full product recall, fines, deposit forfeiture, and industry blacklisting.Recall measures include 2 public notices plus product destruction and consumer compensation.
- Non-compliant goods: Prohibited from import, production and distribution; facing detention, return or destruction
- Expired or unqualified certification: PS license revocation and administrative sanctions
- Overseas exporters: Avoid customs delays by completing local agency verification and mandatory batch SOC declaration
VI. Fees & Labeling Requirements
Certification Fees
- Fixed charges: PS/ICC application fee (300 PHP); PS quality manual review fee (5,000 PHP)
- Additional fee: 10,000 PHP for ICC shipments exceeding 1 million PHP in value
- Security deposit: 10% of cargo value or 150,000 PHP (whichever is higher), forfeited upon violation
Product Labeling
- Power bank body: Manufacturer info, model, I/O parameters, capacity, safety instructions, certification mark & license number
- Hangtags & outer packaging: Complete statutory labeling with no missing items
VII. Implementation Schedule
- Regulation Take Effect: 15 days after official gazette publication as a formal administrative order
- Public Comment Deadline: April 26, 2026
- Transition Period: 12-month voluntary phase after implementation
- Mandatory Phase: All products must obtain PS, SOC or ICC certification
- Inventory Policy: Market stock can apply for ICC within the transition period
- Full Law Enforcement (36 months after implementation): Only PS/ICC marked products are permitted for sale; all non-compliant goods will be banned
