On August 15, the Implementation Rules for Compulsory Product Certification - Power Banks, Lithium-Ion Batteries, and Battery Packs (Trial), formulated by the Certification and Accreditation Administration of China (CNCA), was officially implemented. This rule strengthens the management of compulsory product certification for power banks, lithium-ion batteries, and battery packs.
The new rules cover 13 specific provisions including certification mode, classification principles for manufacturing enterprises, and post-certification supervision, with key emphasis on the following three aspects:
Also known as "CCC Certification", it is a mandatory market access system in China implemented in accordance with the law to protect consumers' personal safety, national security, and the environment. According to national regulations, power banks sold legally must obtain CCC compulsory certification.
The new rules stipulate that certification applicants shall affix standard-specification certification marks on appropriate positions of the product body or product nameplates, or print/mold certification marks by themselves. They must also ensure that the management and use of certification marks comply with the Administrative Provisions on Compulsory Product Certification and relevant documents of CNCA.

The new rules add clear requirements for key production processes of manufacturing enterprises, increase the proportion of unannounced inspections (on-site inspections conducted without prior notice to the inspected entity), and require enterprises and relevant institutions to conduct simultaneous video recording during sampling and testing, and retain samples to provide a basis for quality traceability.
With the support of these new rules, the production and inspection requirements for power banks, lithium-ion batteries, and battery packs have become more comprehensive.
Beyond the new certification rules, a safety technical specification for power banks is also under development! On July 15, the Ministry of Industry and Information Technology (MIIT) officially launched a public consultation on the formulation and revision plan projects including the Safety Technical Specification for Power Banks. Once formulated, this mandatory national standard will set stricter technical standards for power banks (including portable chargers).
