UN38.3 refers to a series of safety testing standards specified in Section 38.3 of the United Nations’ Recommendations on the Transport of Dangerous Goods: Manual of Tests and Criteria.

 

It is not an ordinary "product quality certification" but a mandatory testing standard specifically for the safety of lithium-ion batteries during transportation. Its purpose is to ensure that lithium-ion batteries remain stable and safe under normal transportation conditions, capable of withstanding various risks that may occur during transportation, thereby preventing serious accidents such as fires and explosions.

 

In simple terms, UN38.3 is the "passport" for lithium-ion batteries to be transported via commercial means such as air, sea, rail, and road. Lithium-ion batteries that have not passed UN38.3 testing are strictly prohibited from being transported.

Why Is UN38.3 So Important?

  1. Mandatory Requirement: Almost all international transportation authorities—including the International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), International Maritime Organization (IMO), and transportation departments of various countries (including China)—mandate that all lithium-ion batteries must pass UN38.3 testing before transportation.
  2. Aviation Safety Priority: Accidents involving lithium-ion batteries in the enclosed cargo hold of an aircraft can have catastrophic consequences. Therefore, air transportation has the strictest requirements for UN38.3. Airlines must verify the UN38.3 test report when accepting lithium-ion battery shipments.
  3. Global Universality: The standard is recognized worldwide. A compliant UN38.3 test report and summary form the basis for the smooth international transportation of lithium-ion batteries.

Who Needs UN38.3 Testing?

Any manufacturer, trader, or individual that needs to transport lithium-ion batteries or products containing lithium-ion batteries may be required to provide UN38.3 documentation. This specifically includes:

 

  • Cell Manufacturers: Producers of cells such as 18650 cells, pouch cells, and prismatic aluminum-case cells.
  • Battery Manufacturers: Entities that assemble multiple cells into battery packs.
  • Equipment Manufacturers: Producers of end products with built-in lithium-ion batteries, such as mobile phones, laptops, drones, Bluetooth headsets, power tools, and balance bikes.
  • Logistics Companies/Freight Forwarders: They will require shippers to provide this documentation to ensure the goods comply with transportation regulations.

What Are the UN38.3 Test Items?

UN38.3 testing consists of 8 items, designed to simulate harsh conditions that may be encountered during transportation:

 

  1. Altitude Simulation (Low Pressure): Simulates the low-pressure environment in an aircraft cargo hold at high altitudes to check if the battery leaks or explodes.
  2. Thermal Testing: Evaluates the battery’s resistance to high and low temperatures, and the stability of its internal structure under extreme temperature changes.
  3. Vibration Testing: Simulates vibration during transportation to verify the mechanical integrity of the battery structure.
  4. Shock Testing: Simulates collisions and impacts that may occur during transportation to check if the battery can withstand impacts.
  5. External Short Circuit Testing: Simulates an external short circuit (where the battery’s positive and negative terminals are connected by a conductor) to verify the effectiveness of the battery’s protection devices and prevent fires or explosions.
  6. Impact/Crush Testing: Simulates severe external pressure on the battery (e.g., collapsed cargo) to assess its safety.
  7. Overcharge Testing: Evaluates the battery’s safety when overcharged in the event of a protection circuit failure.
  8. Forced Discharge Testing: Assesses the cell’s ability to withstand forced discharge.

 

Only when a lithium-ion battery model passes all 8 tests is it deemed to have met the UN38.3 requirements.

What Is the UN38.3 Certification Process?

  1. Select a Laboratory: Choose a qualified, widely recognized third-party testing laboratory (e.g., SGS, TÜV, UL, ESTL).
  2. Submit Samples: Provide the laboratory with a sufficient number of test samples (cells/batteries).
  3. Conduct Testing: The laboratory performs the 8 aforementioned tests in accordance with the standard.
  4. Obtain Test Report: If the tests are passed, the laboratory issues a detailed test report.
  5. Prepare Test Summary: Based on the test report, compile a Test Summary—the core document for shipping, which must comply with specific formatting requirements.
  6. Arrange Transportation: Provide the test report and test summary to the transportation company to prove the product meets transportation regulations.
