Recently, a series of power bank safety incidents have frequently trended on social media, sparking widespread public concern. Multiple cases of spontaneous combustion and explosions of power banks have left consumers wary and prompted regulators to strengthen management of such products.
These incidents expose long-standing quality issues in the power bank industry. As power banks become daily necessities, their safety directly concerns consumers' personal and property safety.
Stricter Supervision: Hotspot Events Cause Industry Upheaval
In June 2025, the power bank industry faced an unprecedented "crisis of trust." Leading domestic power bank company Romoss was banned by multiple universities, with related topics topping trending charts on internet platforms. Subsequently, the Shenzhen Market Regulation Administration announced the recall of three Romoss power bank models, totaling over 490,000 units, due to a "potential combustion" risk.
As the situation evolved, another power bank giant, Anker Innovations, also announced the recall of 710,000 basic model power banks, setting a new record for the scale of power bank recalls in China.
Simultaneously, the CCC certifications for 69 power bank models from multiple brands including Romoss, Xiaomi, Baseus, and Ugreen were suspended or revoked, with known battery cell supplier Amperex Technology partially halting production lines.
On June 26, the Civil Aviation Administration of China issued new regulations effective June 28, prohibiting passengers from carrying power banks without CCC marks, with unclear CCC marks, or models/batches included in recalls on domestic flights. Images of power banks piled up at security checkpoints in major airports across the country again went viral.
These events are not isolated cases. National market regulation authority spot checks on online power bank sales from 2020 to 2023 showed an逐年上升 trend in failure rates: 19.8%, 25.0%, 35.4%, and 44.4% respectively. Recent national supervisory spot checks on power bank quality announced by the authority found 65 out of 149 batches failed, a failure rate still as high as 43.6%.
CCC Certification Timeline: From Access to Full Implementation
The timeline for power bank CCC certification dates back to 2023. According to Market Regulation Administration rules, from August 1, 2023, lithium-ion batteries and cells, and power banks were placed under CCC certification management.
From August 1, 2024, power banks without CCC certification certificates and marked with the certification mark cannot be manufactured, sold, imported, or used in other business activities.
On August 15, 2025, the "Implementation Rules for Compulsory Product Certification for Power Banks, Lithium-ion Batteries and Cells (Trial)" (CNCA-C09-02:2025) formulated by the CNCA officially took effect.
This signifies that power bank CCC certification supervision is fully implemented, and the industry has entered a period of strictest oversight.
Consequences of Non-Compliance: From Removal to Heavy Fines
After the implementation of the new rules on August 15, enterprises that continue to manufacture or sell power banks without CCC certification will face severe penalties.
According to the "Regulations of the People's Republic of China on Certification and Accreditation," for products listed in the catalog that are manufactured, sold, imported, or used in other business activities without certification, offenders shall be ordered to make corrections within a specified period and fined between 50,000 and 200,000 RMB.
On July 16, 2025, market regulatory authorities in Nanhai District sealed over 1,200 non-CCC certified power bank products during a surprise inspection and filed a case against the company involved.
The Market Regulation Administration also regularly notifies major e-commerce platforms of products and enterprises whose CCC certificates have been revoked or suspended through a CCC certification online verification mechanism, urging them to immediately remove the affected power bank products. Currently, relevant e-commerce platforms have blocked approximately 80,000 related product links.
For consumers, purchasing power bank products without CCC certification also poses safety hazards and travel inconveniences. The Civil Aviation Administration has explicitly banned power banks without CCC marks or with unclear marks from flights, and the courier industry has also implemented strict restrictions on mailing power banks.
Power Bank CCC Certification Application Guide
Certification Standards: Power bank CCC certification primarily references national standards GB 31241 and GB 4943.1.
Required Samples: According to certification requirements, applying for power bank CCC certification typically requires providing a certain number of samples for testing purposes. As specific requirements may vary slightly between different certification bodies, it is recommended that enterprises confirm the detailed sample quantity and requirements in advance with their chosen certification body.
Certification Cycle: The battery CCC certification cycle generally takes about 1-2 months.
Certification Process: The power bank CCC certification process includes: Certification Application → Type Testing of Submitted Samples → Initial Factory Inspection → Evaluation and Approval of Certification Results → Post-Certification Supervision (Annual Audit: once a year).
Notably, compared to the 2023 version, the new "Certification Rules" add graded certification for manufacturers of power banks, lithium-ion batteries, and cells. Certification bodies classify manufacturing enterprises into four categories, denoted by A, B, C, and D.
Among them, for B-type enterprises, at least one post-certification follow-up inspection per year must be conducted on a "non-pre-notified" basis. For C and D-type enterprises, all post-certification follow-up inspections are conducted on a "non-pre-notified" basis. This means supervision of manufacturing enterprises will be stricter and more frequent.
Certification Costs: Power bank CCC certification costs vary depending on the product model, specifications, and the chosen certification body.
Based on market reference prices, the full item testing fee for a power bank (with certified battery) is approximately 18,000 RMB, and about 24,000 RMB if the battery is uncertified.
The full item testing fee for a camping power station (with certified battery) is approximately 25,000 RMB, and about 35,000 RMB if the battery is uncertified. Additionally, costs include an application/registration fee of 1,300 RMB and a factory inspection fee of 2,500 RMB per person-day.
