Vietnam New Battery Regulation (G/TBT/N/VNM/383): Mandatory Safety Standards for E-Motorcycle Batteries 2025

On December 4, 2025, Vietnam submitted a WTO TBT notification (G/TBT/N/VNM/383) introducing a national technical regulation for traction batteries used in electric motorcycles and mopeds. The regulation will impose mandatory safety and performance requirements on all lead-acid, nickel-metal hydride (NiMH), and lithium-ion batteries produced, assembled, or imported into Vietnam. The public consultation period runs from December 4, 2025, to February 2, 2026.


01 Scope of Application

The regulation covers all traction batteries for electric motorcycles and mopeds that are:

  • Produced or assembled in Vietnam
  • Imported into Vietnam
  • Types include lead-acid, NiMH, and lithium-ion batteries
  • Both removable and non-removable battery designs must comply

02 Technical Requirements

1. Labeling & Structural Information

  • Batteries must clearly indicate positive/negative terminals
  • Battery casing must be undamaged and structurally sound
  • Rated voltage, capacity, and other specifications must be permanently marked

2. Electrical Performance

  • Capacity retention rate requirements are stricter than international standards, with NiMH and lithium-ion batteries required to maintain ≥80% of their rated capacity
  • Additional electrical performance metrics will be specified in the final regulation

3. Safety Testing (New & Stricter)

The regulation introduces multiple rigorous safety tests, including:

Water Immersion Test External water exposure No electrical failure or safety hazards
Vibration Test Simulate road conditions Structural integrity maintained

Additional Mechanical & Environmental Tests As specified No safety risks after testing

All tests must be passed without leakage, fire, explosion, or structural damage.


03 Certification & Management Requirements

1. Testing & Certification Process

  • Each battery model must submit 4 samples for testing at laboratories designated or accredited by Vietnam’s Registration Authority
  • Testing must be conducted locally in Vietnam; international certifications (CB, UN38.3) can be referenced but cannot replace local testing

2. Documentation Requirements

Manufacturers must submit:

  • Detailed technical specifications and drawings
  • User manuals (in both English and Vietnamese)
  • Conformity declarations
  • Approval certificates
  • Product certification documents
  • Importer registration information in Vietnam

3. Language Mandate

All labels, user manuals, and technical documents must be provided in Vietnamese (with English translations acceptable as supplementary)


Implementation Impact

Once implemented, battery products must obtain a Quality and Safety Certificate from Vietnam’s Registration Authority before customs clearance and market entry. Enterprises should anticipate significant compliance costs related to testing, documentation, and local certification processes.
