To help your battery products enter the Saudi market smoothly, we have summarized the key certification requirements.Batteries are mandatorily regulated in Saudi Arabia — products without valid certificates cannot clear customs.

Below is the official scope, certification process, and critical requirements you must follow.

1. Regulated Product Scope

Secondary Batteries (HS 8507)
- Lead-acid batteries (including starter batteries ≥35A)
- Other lead-acid batteries
- Li-ion, Ni-MH, and other rechargeable battery packs
Primary Batteries (HS 8506)
- Alkaline, lithium disposable batteries
Special Battery Products
- Batteries for mobile phones, laptops, tablets
- Power banks (portable chargers)

2. Certification Process Overview

A. Process for General Batteries → Apply for PC Certificate

Importer creates an account and obtains login credentials in the SABER platform.
Upload test reports and documents; select an approved certification body (or share account with GTG for full handling).
Notify the certification body for document review and virtual factory audit.
Importer pays official SABER platform fees.
Certification body issues the PC (Product Certificate).

B. Process for Mobile/Laptop Batteries & Power Banks → IECEE + PC

Importer creates an account and obtains login credentials in the SABER platform.
Submit valid CB report + supporting documents to apply for IECEE Certificate.
Upload IECEE Certificate and documents in SABER to apply for PC.
Certification body reviews documents and arranges virtual factory audit.
Importer pays official SABER platform fees.
Certification body issues the PC Certificate.

3. Critical Requirements & Reminders

Every shipment requires an SC (Shipment Certificate) based on a valid PC for customs clearance.
The PC certificate must show the actual importer’s information. SC must be applied separately per shipment.
Mobile phone batteries, laptop batteries, and power banks:Must provide a CB report issued within 3 years, including Saudi national deviations.
General batteries:Only an IEC test report from an ILAC-accredited lab is required; no physical sample testing is needed, but a virtual factory audit is mandatory.
