2026 UN38.3 Report Annual Update: Critical Reminders, Regulation Changes & Beginner’s Guide

I. Requirements for Reports Issued by Energy Storage Testing Laboratories

  1. For Updating Air/Sea Transport Appraisal Certificates:Use the 2025 Lithium Battery Report Appraisal Certificate Update Form (this form is exclusively for updating DGM appraisal certificates). Submit the form, the full set of UN test reports, and the 2025 Air/Sea Shipping Authorization Letter to the corresponding window to queue for case initiation.

  2. Report Issuance Sequence:The 2025 report updates will be issued in the order of case initiation; the laboratory cannot arbitrarily change the sequence. However, if the client has special needs such as expedited service, it can be noted in the email.

II. Handling of Reports Issued by Non-Energy Storage Testing Laboratories

To process reports from non-Energy Storage Testing Laboratories, the following materials are required:

  1. Original test report issued by a DGM-accredited laboratory, with a matching report version and mandatory CNAS seal;
  2. Application form;
  3. Packaging information;
  4. Comparison samples.

III. Other Circumstances

For expedited requests:

  • Contact GTG business personnel and book case initiation via email two working days in advance.
  • Requests without prior reservation will not be processed as expedited.

Knowing the update guide is not enough—you also need to understand the following regulation changes. Otherwise, report processing delays will slow down your shipment!

Interpretation of Regulation Updates

Starting from January 1, 2026, the 67th edition of IATA’s Dangerous Goods Regulations (DGR) will be officially implemented. It introduces more detailed and targeted new rules for the State of Charge (SoC) of lithium battery shipments associated with equipment. Covering lithium battery shipments under different packaging instructions and UN numbers, these rules directly impact the operational processes of air freight companies, lithium battery manufacturers, and relevant logistics practitioners. UN38.3 Certification Product Scope

  1. Various small secondary batteries: Laptop batteries, digital camera batteries, camcorder batteries, cylindrical batteries, wireless communication batteries, portable DVD batteries, and lithium batteries for CD/MP3 players;
  2. Various mobile phone batteries: Lithium-ion batteries, lithium-polymer batteries, etc.;
  3. Various power secondary batteries: Vehicle power batteries, electric road vehicle batteries, power tool batteries, hybrid vehicle batteries, etc.;
  4. Sodium-ion batteries.

Materials Required for UN38.3 Certification

  1. Completed application form (must include battery information);
  2. Battery specifications sheet;
  3. Test samples:
    • The sample nameplate must display model, voltage, capacity, and watt-hour (Wh) value.
    • Samples must be consistent with the batteries used for shipment.

Additional Materials for Air/Sea Transport Condition Appraisal Reports

  1. Supporting documents: Authorization letter, shipping declaration, etc.;
  2. Packaging photos: Outer packaging, opened outer packaging, and inner packaging photos.

Sample Quantity Requirements for UN38.3 Certification

Lithium Batteries

  • Single-cell batteries: 18 pcs + 30 pcs
  • Multi-cell batteries: 16 pcs + 30 pcs
  • Single cells: 40 pcs

Sodium-Ion Batteries

  • Single cells: 20 pcs
  • Single-cell batteries: 18 batteries + 10 cells
  • Small battery packs (≤12Kg): 16 batteries + 10 cells
  • Large battery packs (>12Kg): 8 batteries + 10 cells
