On February 27, 2026, the Bureau of Philippine Standards (DTI‑BPS) officially released the draft Technical Specification for Mandatory Product Certification of Power Banks and Portable Power Packs, proposing to include power banks and portable power packs in the mandatory PS / ICC certification regime.
The draft is currently open for public comment until April 26, 2026,and is expected to be formally enforced in Q2 or Q3 2026.
Although mandatory enforcement has not yet begun, the technical requirements have been clearly defined, making compliance preparation urgent.
The following products are covered, whether manufactured locally in the Philippines or imported:
Recommendation:Manufacturers exporting to the Philippines long-term should apply for PS certification.Traders with small or occasional shipments may choose ICC certification.
Manufacturer name, product name, trademark, model, input/output (V/A), capacity (mAh/Wh), safety instructions, PS mark + certificate number or ICC mark.
Manufacturer name, product name, model, input/output voltage/current/power, operating temperature, production date, weatherproof/moistureproof rating (for outdoor use), safety instructions, PS mark + certificate number or ICC mark.
Power packs with boost function must also indicate:maximum/peak current capacity and discharge duration.
Manufacturer name/address, product name, trademark, model, chemical cell type, production date, batch/serial number, user manual, safety precautions, risk warnings, operating temperature, country of origin, importer name/address, PS mark + certificate number or ICC mark.
All label information is mandatory; missing any item will result in non-compliance.
The Philippines adopts its national standards (PNS):
Temperature test & BMS verification, input test, output overload test, capacity verification, mold stress relief test, drop impact test, label durability test, low-pressure (altitude simulation) test.
Input test, normal charging operation test, leakage current test, ambient temperature test, vibration test, shock test, drop test, stability test, hangtag durability test, dielectric withstand voltage test.
All sampled products must be tested on-site at the factory,and the factory must meet officially assessed minimum testing capabilities.
Official enforcement:Expected Q2 or Q3 2026 (subject to official announcement)
Within 12 months after effective date:All manufacturers and importers must complete PS/ICC certification
From 36 months after effective date:Only products bearing PS/ICC marks will be allowed for sale;uncertified products are prohibited from circulation
