UN38.3 Test Guide | Lithium Battery International Transportation Safety Standard

Editor:ESTL Category:Certification information Release time:2026-05-13 Click volume:3

With the widespread application of lithium batteries in consumer electronics, electric vehicles, energy storage systems and other fields, global lithium battery export trade continues to expand rapidly. Due to special electrochemical characteristics, lithium batteries pose potential safety risks during transportation and are classified as Class 9 Miscellaneous Dangerous Goods under strict international regulation.

Among all international transportation regulations for lithium batteries, UN38.3 (Section 38.3 of Part III of the UN Recommendations on the Transport of Dangerous Goods — Manual of Tests and Criteria) is one of the most essential pre-transport test standards. Whether by air, sea or land freight, a valid UN38.3 Test Summary Report is mandatory for customs clearance. This article systematically introduces the standard background, 8 core test items, packaging requirements and practical compliance guidelines for enterprise reference.

1. UN38.3 Standard Background & Scope of Application

Developed and regularly revised by the UN Committee of Experts on the Transport of Dangerous Goods (UNECE), UN38.3 is a global unified standard that specifies transportation safety test requirements for lithium metal batteries and lithium-ion batteries (cells and battery packs). It is adopted by major international transportation regulations:

  • IATA DGR (IATA Dangerous Goods Regulations) — International air freight
  • ICAO TI (ICAO Technical Instructions) — Civil aviation transportation
  • IMDG Code (International Maritime Dangerous Goods Code) — Ocean shipping
  • JT/T 617-2018 — Domestic road transportation in China

Applicable Products

  • All lithium metal batteries (including lithium metal polymer) and lithium-ion batteries (including Li-Po)
  • Mandatory compliance whether shipped standalone, installed inside equipment or transported with devices

Important Note:UN38.3 is a type test standard, not a certificate-issuing certification scheme. Manufacturers must commission a qualified third-party laboratory to issue an official UN38.3 Test Summary Report, which must be presented to carriers and customs during shipment.

2. Eight Core UN38.3 Test Items

UN38.3 requires eight sequential tests (T.1 to T.8) on the same batch of samples; all items must pass for compliance.

表格

Test No. Test Item Key Parameters Pass Criteria
T.1 Altitude Simulation Pressure ≤11.6kPa, 20±5℃, hold ≥6 hours No leakage, venting, rupture or fire; OCV ≥90% initial value
T.2 Thermal Cycling 72±2℃ and -40±2℃ each ≥6h, 10 cycles, minimum 1 week total No leakage, venting, rupture or fire; OCV ≥90% initial value
T.3 Vibration 7Hz~200Hz sweep, 12 cycles per 3 axes, ~3 hours total No disintegration, rupture or fire; OCV ≥90% initial value
T.4 Shock 150g peak / 6ms half-sine pulse, 3 times per direction, 18 total No disintegration, rupture or fire; OCV ≥90% initial value
T.5 External Short Circuit 55±2℃ ambient, external resistance <0.1Ω, cool to room temp Surface temperature ≤170℃; no rupture or fire within 6 hours
T.6 Impact / Crush Cylindrical: 9.1kg drop from 61cm; Prismatic/Pouch: 13kN extrusion No disintegration, rupture or fire within 6 hours
T.7 Overcharge 2× rated charging current, up to 2× rated voltage, hold 24 hours No disintegration or fire within 7 days
T.8 Forced Discharge Forced reverse discharge with 12V DC at maximum rated current No disintegration or fire within 7 days

Test Sequence & Sample Quantity

Tests must be performed in strict order:T.1 → T.2 → T.3 → T.4 → T.5 → T.6 → T.7 → T.8Normally at least 22 cells/battery packs per model are required; exact quantity depends on lab test arrangement. Confirm sample quantity with the testing institute in advance.

3. Lithium Battery Transport Packaging Compliance

Passing UN38.3 testing is only the basic prerequisite. Full packaging compliance is mandatory for actual shipment.

1. Quantity & Energy Limits (Non-DG Exception)

  • Lithium metal cell: Lithium content ≤1g; Battery pack total Li ≤2g
  • Lithium-ion cell: Rated energy ≤20Wh; Battery pack ≤100Wh

Batteries exceeding limits must be declared as dangerous goods, packed in UN specification packaging (UN 3480/3481/3090/3091) and handled by trained DG declarants.

2. Packaging Structure Requirements

  • Inner packaging: Prevent short circuit via individual insulation and compartment protection
  • Outer packaging: Qualified UN standard cartons
  • Over 24 cells or 12 packs: Must pass additional 1.2m drop test
  • Correct labeling: Lithium Battery Mark and applicable dangerous goods hazard labels

3. Mandatory Shipping Documents

  • Original or official stamped copy of UN38.3 Test Summary Report
  • Shipper’s Declaration for Dangerous Goods (if applicable)
  • SDS / MSDS safety data sheet
  • Other certificates required by forwarders or destination countries

4. FAQ

Q1: What is UN38.3? Why is it mandatory for lithium batteries?A1: UN38.3 is the global UN transportation safety test standard for lithium batteries. Classified as Class 9 dangerous goods, lithium batteries by air, sea and land transport are legally required to complete UN38.3 testing and obtain a test summary report. Carriers have the right to reject undeclared or untested batteries, leading to cargo detention and legal liability.

Q2: What are the 8 UN38.3 test items?A2: Altitude Simulation, Thermal Cycling, Vibration, Shock, External Short Circuit, Impact/Crush, Overcharge and Forced Discharge. All must pass without leakage, rupture or fire, with remaining voltage above 90% initial OCV.

Q3: What is the validity period of a UN38.3 report?A3: No fixed statutory expiry date, but the report must match the exact shipped model. Any substantial changes in chemistry, capacity, structure, protection circuit or electrolyte require retesting. Airlines often recommend renewal every 3–5 years.

Q4: How long does UN38.3 testing take?A4: The thermal cycling test alone requires at least one week. The full UN38.3 test cycle normally takes 2–3 weeks, subject to sample preparation, lab scheduling and workload. Early planning is strongly recommended.

Q5: Is the UN38.3 report sufficient for air shipping?A5: No. The report is only one necessary condition. Shipment also needs compliance with energy limits, UN-grade outer packaging, short-circuit prevention inner packaging, correct labeling, DG declaration documents and additional drop tests for large quantities. Packaging review is essential before shipment.

5. Summary & Compliance Suggestions

UN38.3 is a critical technical threshold for lithium battery global transportation, featuring multiple test items, long cycle and strict technical requirements. Manufacturers are advised to:

  1. Arrange UN38.3 testing immediately after product finalization to reserve lead time
  2. Establish product change management mechanism to trigger re-test evaluation for structural or chemical modifications
  3. Advance UN38.3 testing and packaging compliance in parallel to avoid customs delays
  4. Choose qualified third-party labs with complete equipment and practical experience for authoritative test reports
