Complete Guide to Indonesia SNI Certification for Lithium Batteries

What is SNI Certification?

SNI (Standar Nasional Indonesia) is the national product conformity certification system managed by the Indonesian government. BSN (Badan Standardisasi Nasional) formulates national standards, while the Ministry of Industry (Kemenperin) oversees mandatory certification supervision. Relevant technical standards are also regulated by the Ministry of Communications and Informatics (Kominfo).

In accordance with Ministerial Regulation No. 41/2019 and subsequent amendments issued by Indonesia’s Ministry of Industry, lithium-ion batteries and power storage products are listed under the mandatory SNI certification scope. Products without valid SNI certification are prohibited from sales in Indonesia, and violations will result in product removal from the market and fines.

As the most populous country in Southeast Asia, Indonesia boasts a booming market for electric motorcycles, energy storage power supplies and consumer electronics. SNI certification is an essential prerequisite for exporting lithium batteries to Indonesia.

  • Continuous Low-Rate Overcharge Test: Charge at 0.1C for 28 days to verify no fire or explosion risks.
  • External Short Circuit Test: Create short circuit at 45°C±2°C to evaluate thermal runaway protection performance.
  • Forced Discharge Test: Discharge batteries down to 0V to verify the effectiveness of protection mechanisms.
  • Mechanical Impact Test: Simulate drop impact during transportation to check mechanical integrity.
  • Vibration Test: Simulate transportation vibration to ensure stable electrical connections.
  • High Temperature Exposure Test: Keep samples at 70°C for 4 hours to assess thermal stability.
  • Temperature Cycling Test: Complete 10 cycles between -40°C and +75°C to verify sealing performance.
  • Compression Test: Apply pressure until structural deformation; no fire or explosion is allowed.
  • High Temperature Storage Test: Store fully charged batteries at 60°C for 10 days to verify electrolyte stability.

6-Step SNI Certification Application Process

Step 1 Product Classification Determine the applicable SNI standard (SNI IEC 62133-2 or SNI IEC 62619) based on product type (portable battery / energy storage battery).

Step 2 Select Indonesia-Recognized Laboratory Tests must be conducted by local laboratories approved by Komnas BSN or accredited KAN laboratories. Some domestic testing institutions maintain cooperative channels with Indonesian partners.

Step 3 Sample Preparation Generally prepare 10 complete finished products with original packaging. Lithium cells and battery packs shall be tested separately.

Step 4 Type Testing Complete all 9 core tests in compliance with SNI IEC 62133-2 and obtain full test reports.

Step 5 Submit Application to LSPro Submit test reports, technical documents and product information to Indonesian certification bodies (LSPro). An SNI certificate will be issued after review approval.

Step 6 Affix SNI Mark After certification, print the official SNI mark and certificate number on outer packaging. Products can then be legally sold in Indonesia.

Accelerate SNI Certification with CB Certificates

Manufacturers holding valid IEC 62133-2:2017 CB certificates can submit CB test reports to Indonesian LSPro for data recognition. SNI IEC 62133-2:2018 has minor differences from the international version, mainly regarding label language and local clauses. CB data can cover 60%~80% of all test items.

The overall certification cycle can be shortened from 16~20 weeks to 8~12 weeks, greatly saving time and costs.

Five Key Compliance Notes

  1. Indonesian Labelling: Product packaging must include descriptions in Indonesian, stating manufacturer name, country of origin, specifications and warning statements.
  2. Local Agent Requirement: For certain mandatory SNI product categories, the certificate holder must be an Indonesian local importer (PT company). Confirm the qualification of local partners in advance.
  3. Certificate Validity: SNI certificates are normally valid for 3 years. Apply for renewal before expiry and report any product changes timely.
  4. Separate Certification for Cells & Packs: If finished products contain lithium battery packs, cells and packs need independent SNI certificates respectively; combined certification is not accepted.
  5. UN38.3 Supporting Documents: Indonesian customs enforce UN38.3 transportation regulations for lithium batteries. Prepare UN38.3 test reports together with SNI documents to avoid customs clearance issues.

Q: Is SNI certification mandatory? A: Yes. Per Indonesian Ministry of Industry regulations, lithium-ion batteries and related energy storage products must obtain SNI certification for market access. Uncertified goods will be detained, recalled and penalized.

Q: Does SNI require on-site factory audit in Indonesia? A: Portable lithium batteries currently only require type testing with no mandatory factory audit. Nevertheless, some LSPro bodies may request quality management documents such as ISO 9001 certificates for initial application.

Q: Can a CB certificate fully replace SNI tests? A: No. CB certificates can cover most test items, but supplementary work is still required for local Indonesian clauses (labeling, document language) and additional rules set by LSPro.
