2025 China Battery New National Standard Certification: Comprehensive Guide for Compliance & Implementation

II. New Certification Rules for Lithium-Ion Batteries for Electric Bicycles

1. Implementation Timelines

Clear timelines have been set for the CCC certification management of lithium-ion batteries and chargers for electric bicycles:

  • November 1, 2025: Compulsory product certification (CCC certification) will be implemented for lithium-ion batteries and chargers for electric bicycles.
  • December 1, 2025: Electric bicycles that do not meet new national standard requirements or have not obtained CCC certification based on new standards will be prohibited from sale.

2. Transition Between Old and New Standards

According to CNCA announcements, all designated electric bicycle certification bodies will revoke all valid CCC certification certificates issued based on old standards by December 1, 2025. This means all relevant enterprises must complete the conversion to new standard certification before this date.

3. New Technical Requirements

The new national standard for electric bicycles (GB 17761-2024) introduces new technical requirements for complete vehicles and batteries:

  • Vehicle Weight: For electric bicycles using lead-acid batteries, the maximum vehicle weight is adjusted from 55kg to 63kg; for those using other types of batteries, the maximum weight remains ≤55kg.
  • Plastic Proportion: Strengthened fire and flame retardancy requirements for non-metallic materials; the total plastic weight of electric bicycles shall not exceed 5.5% of the total vehicle weight.
  • Tamper-Proof Requirements: Enhanced tamper-proof design for battery packs, controllers, and speed limiters; clarified the requirement of "one vehicle, one battery, one charger, one code" and mutual recognition and coordination.
  • CCC Certification: Separate certification is required for complete electric bicycles, lithium-ion batteries for electric bicycles, and chargers.

III. New National Standard for Power Batteries for Electric Vehicles

1. Implementation Time

The mandatory national standard Safety Requirements for Power Batteries for Electric Vehicles (GB 38031-2025), formulated by the Ministry of Industry and Information Technology, will be officially implemented on July 1, 2026.

2. Key Technical Updates

  • Thermal Propagation Test: Revised from "providing a thermal event alarm signal 5 minutes before ignition or explosion" to "no ignition, no explosion (alarm still required), and flue gas shall not harm occupants".
  • New Bottom Impact Test: Assesses the protection capability of battery bottoms after impact.
  • New Safety Test After Fast Charging Cycles: Conducts external short-circuit tests after 300 fast charging cycles, requiring no ignition or explosion.
