To further improve the mandatory product certification system, implement the main responsibility for product quality and safety, prevent illegal acts such as counterfeit certification marks and false certification, and facilitate the public and regulatory authorities to query information about certified products and producers through the mandatory product certification mark (hereinafter referred to as CCC mark), the Certification and Accreditation Administration of the People's Republic of China (CNCA) has decided to carry out a pilot reform on the design and application requirements of CCC marks for power banks and other products. The relevant matters are announced as follows:

I. Pilot Products

Products within the mandatory product certification catalog including:

• Power banks (portable chargers)
• Electric bicycles and safety accessories
• Gas-burning appliances and safety accessories

II. Pilot Work Items

(I) Design and Management Requirements for CCC Marks of Pilot Products

Designated certification bodies and certified enterprises shall, on the basis of implementing the Administrative Requirements for Mandatory Product Certification Marks, affix a traceability QR code adjacent to and inseparable from the right side of the CCC mark pattern for pilot products. The pattern shall be clear and complete.

The traceability QR code shall comply with the QR code rules for certification certificates specified in the Administrative Requirements for Mandatory Product Certification Certificates or the Traceability Coding Rules for Standard-Specification CCC Marks (CNCA Secretariat Circular [2023] No. 36). Traceability QR codes for printed/molded CCC marks shall be provided by designated certification bodies to certified enterprises when issuing CCC certification certificates. Traceability QR codes for standard-specification CCC marks shall be affixed by designated certification bodies during the organization of mark printing.

The public, regulatory authorities, and other relevant parties may scan the traceability QR code to obtain information about the corresponding certified product, including certification certificate number, producer name, product specification/model, certificate status, and issuing authority.

(II) Pilot Work Schedule

1. Starting from March 1, 2026: New products that obtain CCC certification certificates in the pilot product fields shall be affixed with CCC traceability QR codes in accordance with the requirements of this announcement before leaving the factory, being sold, imported, or used in other business activities.

2. Starting from March 1, 2027: All certified products in the pilot product fields shall be affixed with CCC traceability QR codes in accordance with the requirements of this announcement before leaving the factory, being sold, imported, or used in other business activities.

3. Certified products in the pilot fields that have been affixed with CCC marks in accordance with current requirements and have left the factory, been sold, imported, or used in other business activities before March 1, 2027 shall not be required to change their marks.

III. Relevant Work Requirements

1. For Designated Certification Bodies:

   • Further strengthen and improve the management of CCC marks, establish an information-based certification management platform meeting the requirements of the pilot work, and ensure the effective verification of information contained in CCC mark traceability QR codes.
   • During the pilot work, promptly provide certified enterprises of pilot products with electronic files of traceability QR codes or standard-specification CCC marks with traceability QR codes, and guide certified enterprises in the correct use of CCC marks.
   • Include the use of CCC marks by certified enterprises as a key inspection item in post-certification supervision work, understand and grasp the production status of certified products, strengthen risk control capabilities for certified products, and ensure the effective implementation of the pilot work.

2. For Certified Enterprises of Pilot Products:

   • When affixing CCC marks, strictly comply with the Administrative Requirements for Mandatory Product Certification Certificates and the requirements of this announcement, establish the enterprise's own mark use and management system, ensure consistency between QR code information and certified product information, and record and archive the use of marks.
